Strengthening security and order protection at the grassroots level

To concretize the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, on July 1, the entire Hai Duong province simultaneously launched the forces participating in protecting security and order at the grassroots level. With 1,341 Security and Order Protection Teams at the grassroots level, nearly 4,248 members, this force is expected to contribute to improving the effectiveness of ensuring security and order early and from afar, minimizing all types of crimes.

Reality in previous years has shown that the semi-professional communal police force, the civil defense force and the local militia force are the “extended arms” that effectively support the Party committees, authorities and the regular communal police. They make an important contribution to implementing policies, plans and measures for fire prevention and fighting, ensuring security and order, building and consolidating the movement “All people protect the security of the Fatherland” at the grassroots level. They are also familiar with the area, understand the customs, habits, thoughts and aspirations of the people; detect and promptly resolve conflicts and disputes as soon as they arise, preventing the occurrence of complicated “hot spots” in terms of security and order.

In particular, in large areas where the political security situation and social order and safety are potentially complicated, the militia force has closely followed villages and hamlets, promptly updated the situation, and reported to local authorities to take measures to promptly handle and resolve newly arising problems.

However, from 2020 to now, many localities have not been able to allocate funding to support civil defense members, so the activities of self-managed security and order groups in villages and hamlets have been quite vague. In some localities, the allowance regime for the force is still low, which has a certain impact on the dedication of the members, making it difficult to recruit members to participate. Many members are old (the number of members aged 50 and over who are captains and deputy captains of civil defense teams is 50%; civil defense is 78.4%, and part-time commune police is 65.6%). The capacity, health and working time of the members are not guaranteed to meet the requirements and tasks set out...

In recent times, localities in the province have focused on reviewing and selecting people from the civil defense forces, part-time commune police, civil defense teams and recruiting more from other sources to ensure good requirements for the Security and Order Protection Teams at the grassroots level; organizing training; providing support tools, equipment, etc. At the 22nd Session on May 30, the Provincial People's Council passed a resolution on the establishment criteria, number of members and regulations on support levels for this force. Accordingly, the head of the Security and Order Protection Team at the grassroots level is supported with 1.6 million VND/person/month; the deputy head is 1.4 million VND/person/month; and the team member is 1.2 million VND/person/month. The policy implemented from July 1, 2024 is the basis and motivation for the force participating in protecting security and order at the grassroots level to unite, strongly promote their role, and increase the strength of the entire people to protect the security of the Fatherland.

In order for the forces participating in protecting security and order at the grassroots level to maximize their effectiveness, in the coming time, the Provincial Police, local Party committees and authorities will regularly pay attention to training and educating this force; constantly care for and implement well the regimes and policies; enhance the sense of responsibility of the force towards their work; at the same time, build and replicate typical models in the movement of the whole people to protect national security...
