On the morning of August 25, the Central Steering Committee summarizing Directive No. 16-CT/TW held a national online conference summarizing 10 years of implementing Directive No. 16-CT/TW dated May 8, 2012 of the Central Party Secretariat (11th tenure) on "Strengthening the Party's leadership in sending workers and experts to work abroad".

Comrades: Dao Ngoc Dung, Member of the Party Central Committee, Minister of Labor, War Invalids and Social Affairs; Do Ngoc An, Deputy Head of the Central Economic Commission co-chaired the conference.

Attending the conference at Hai Duong province were Vice Chairman of the Provincial People's Committee Nguyen Minh Hung; representatives of relevant departments, branches, socio-political organizations of the province and leaders of Tu Ky, Binh Giang, Thanh Mien, Cam Giang and Gia Loc districts.


According to the report, the dissemination, dissemination and implementation of Directive No. 16-CT/TW has been seriously and promptly carried out by many Party committees and authorities at all levels. Communication work has helped raise awareness among cadres, Party members and people about the policy and benefits of sending workers and experts to work abroad, promoting the image and good values ​​of the country and people of Vietnam.

Vocational training, foreign language teaching, legal education, customs and practices of the host country, and orientation for workers and experts are increasingly focused on; the quality of Vietnamese workers and experts is improved. The work of protecting the legitimate and legal rights and interests of workers and experts working abroad is basically implemented effectively.

The development of labor markets in developed countries is highly valued. In addition to maintaining existing markets, the market for receiving foreign labor is increasingly expanding and developing. The division of labor and decentralization between levels, sectors, and agencies in the management and implementation of sending laborers to work abroad is gradually being improved and clarified.

The credit mechanism and policy for workers working abroad have been amended and supplemented, creating conditions for workers to access financial resources to pay for the costs of working abroad. The income of workers working abroad is relatively stable, averaging 200 million VND/person/year, many times higher than that of workers working domestically in the same industry...

After listening to the delegates discuss, analyze, and clarify the results achieved, the remaining limitations, and obstacles in the work of sending workers and experts to work abroad, in his concluding remarks at the working session, Comrade Dao Ngoc Dung, Member of the Party Central Committee, Minister of Labor, War Invalids and Social Affairs, acknowledged and highly appreciated the results achieved by localities and units in the past time; at the same time, he also pointed out the remaining aspects, limitations, difficulties, and obstacles.

Regarding the tasks in the coming time, the Minister of Labor, War Invalids and Social Affairs suggested that localities and units need to continue to innovate and strengthen the Party's leadership in sending workers to work abroad. Complete the legal system related to sending workers to work abroad; comprehensively adjust labor relations for Vietnamese workers working abroad.

Strengthening State management of sending Vietnamese workers to work abroad, clearly defining the responsibilities of relevant parties regarding reporting, information, licensing authority for service enterprises sending Vietnamese workers to work abroad, inspection, examination, handling of violations, and citizen protection.

Building and perfecting the database for managing workers working abroad in conjunction with managing domestic workers to ensure synchronization, connectivity, and updates, meeting management requirements in the new situation. Innovating vocational skills, foreign languages, and culture training for workers; strengthening the protection of citizens working abroad...
