Hai Duong Provincial Party Committee has just issued the Regulation on coordination of work between the Party Committee of the Provincial Agencies Bloc and specialized agencies advising and assisting the Provincial Party Committee; Party delegations, Party executive committees, leaders of agencies, units, and enterprises under the bloc and District Party Committees, Town Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee.
Accordingly, the Party Committee of the Provincial Agencies Bloc coordinates with specialized agencies to advise and assist the Provincial Party Committee, Party delegations, Party executive committees, leaders of agencies, units, and enterprises under the Bloc and District Party Committees, Town Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee in disseminating and implementing the Party's directives and resolutions, policies and laws of the State; promoting the effective implementation of political tasks; ensuring security and order; building a people's security posture and a movement for the entire people to protect national security; strengthening Party building work; managing cadres and Party members; leading organizations in agencies, units, and enterprises under the Provincial Agencies Bloc.
The coordination of work between the Party Committee of the Bloc and agencies is based on the Party Charter, relevant directives and resolutions of the Party; policies and laws of the State, Charters of socio-political organizations and within the scope of functions, tasks and powers of each agency as prescribed by competent authorities; ensuring the unified and consistent leadership and direction of the Provincial Party Standing Committee.
The coordination process is carried out on the basis of cooperation, consensus, initiative and creating favorable conditions, supporting each other to complete the tasks well. When problems arise in practice, the Party Committee of the Bloc and relevant agencies proactively discuss to reach a consensus on a solution. In case the coordinating parties do not reach an agreement, the presiding agency reports to the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee for direction, consideration and decision.
Documents and information exchanged in coordination between the Party Committee of the Bloc and agencies must be managed, used and stored in accordance with Party and State regulations; the party providing information and documents is responsible for all content and accuracy.
When issues arise that require coordination, the agency requesting coordination shall proactively send a document to the requested agency with necessary documents (if any). Within 7 working days from the date of receipt of the document, the agency requested for coordination shall respond to the requesting agency in writing with its comments; if the deadline in the request document is exceeded without any response, it shall be deemed to agree with the opinion of the requesting agency and shall be jointly responsible for the issues discussed and coordinated. In case of difficulties or problems that require more time, the agency requested for consultation shall notify the requesting agency and determine the response time.
