On March 23, in Huaphanh province, Northern Laos, the 2023 Young Officers' Dialogue Program took place with the title: "Young border officers of Huaphanh province/Laos and Son La and Thanh Hoa provinces/Vietnam strengthen coordination to join hands in building a peaceful, friendly, cooperative and developed border."
This is an annual exchange program within the scope of cooperation between the three provinces of Son La-Thanh Hoa-Huaphanh in particular and the armies of Vietnam and Laos in general.

Attending the seminar were Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, Deputy Minister of National Defense; Lieutenant General Vongkham Phommakone, member of the Party Central Committee, Deputy Minister of National Defense of Laos; Leaders of Huaphanh province; Head of Military Region II Command, Vietnam Border Guard Command; Border Guard Department, General Staff of the Lao People's Army... and 50 young officers from the Vietnam Border Guard and Laos Border Guard forces.
At the seminar, delegates reviewed the heroic history of formation and development, the close ties between the armies of the two brotherly countries Vietnam and Laos in the resistance wars to protect the Fatherland; met and exchanged with historical witnesses who worked and fought in Huaphanh province, Northern Laos.
Young officers of the two countries also organized volleyball exchanges, planted friendship trees, and visited some historical revolutionary relics and scenic spots of Huaphanh province...
Also within the framework of the program, the delegation of Son La and Thanh Hoa provinces presented 20 gifts, each worth 1 million VND, to students in Xamneua town, Huaphanh province with difficult circumstances.
Speaking at the event, Colonel Ounkhamsi Venvongsak, Deputy Director of the Lao Border Guard Department, said that the Young Officers' Dialogue Program is a very practical activity that contributes to educating the traditions of the youth of the three provinces of Thanh Hoa, Son La and Huaphanh in particular and the determination of young officers of the two countries' armies in general in preserving and promoting the tradition of the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.
This is also an opportunity for the two sides to exchange and share experiences in youth union activities and military youth movements of the three provinces in particular and the two countries' armies in general.

At the end of the program, the Huaphanh Provincial Military Command organized cultural and artistic exchanges, hand in hand dancing Lam Vong... to demonstrate the solidarity and close relationship between Vietnam and Laos.
The 2023 Young Officers Dialogue Program has suggested many contents that need to strengthen coordination among the young officers of the two countries in the coming time; deepening the loyal, faithful, pure, steadfast and extremely special relationship between Vietnam and Laos.
