75 years of the People's Public Security studying and implementing the Six Teachings of President Ho Chi Minh (March 11, 1948 - March 11, 2023), a truth has been affirmed and shined: The Six Teachings of President Ho Chi Minh are the invaluable spiritual heritage of the People's Public Security force. That awareness has been nurtured, deepened, and made more complete by the analysis, instructions, and directions of General Secretary Nguyen Phu Trong to the People's Public Security force at the Anniversary of "75 years of the People's Public Security studying and implementing the Six Teachings of Uncle Ho" (March 6, 2023); in the analysis of leading researchers on Ho Chi Minh's thought, leaders in the political system at the National Conference "The Six Teachings of President Ho Chi Minh - The invaluable spiritual heritage of the People's Public Security force"[1].

As a genius leader of our Party, an outstanding international communist soldier, a world cultural celebrity, President Ho Chi Minh always devoted much affection and special attention to building, educating, training, and orienting the activities of the People's Public Security force. Those teachings and instructions of President Ho Chi Minh are Ho Chi Minh's thoughts on the People's Public Security, of which his Six Teachings are the core. The birth of the Six Teachings of Uncle Ho to the People's Public Security is first of all his affection and wish in building the core armed force to protect the Party, the Fatherland, the country and the people. Containing profound, comprehensive and strategic theoretical and scientific values, with the most basic and fundamental contents, it is also the direction of the Party and the State towards the People's Public Security. These are also principles, methods, standards, and goals of striving; The fundamental basis for building, developing and perfecting the People's Public Security culture, the methods of dealing with people of the Public Security; the most important principles, mottos and bases for building and perfecting standards and criteria in recruitment, training, assessment, comments, planning, arrangement and use of cadres; the foundation for building a clean, strong, disciplined, elite and modern People's Public Security force.

Through the revolutionary stages, the Public Security force has organized many emulation movements and campaigns. Among them, Studying and implementing the Six Teachings of President Ho Chi Minh to the People's Public Security, is the movement that was launched and implemented early, regularly, continuously, extensively and most sustainably; it is the red thread, the center, the core to develop the content in other emulation movements. The results of studying and implementing the Six Teachings of President Ho Chi Minh have been demonstrated by the golden pages of history, the glorious feats and achievements of the Vietnam People's Public Security in the revolutionary cause of the Party and the nation, by the remarkable growth and maturity of the People's Public Security force today. Studying and following the Six Teachings of President Ho Chi Minh is one of the five contents of the oath of honor of the Vietnam People's Public Security as an inevitable way of life. That affirms the iron determination, perseverance, single-mindedness, and absolute loyalty of the People's Public Security force in studying and implementing His Six Teachings. March 11, 1948, the day President Ho Chi Minh gave the Six Teachings to the People's Public Security, is one of the sacred historical milestones of the Public Security force, becoming the traditional day of building the People's Public Security force. The past 75 years have proven that: President Ho Chi Minh's Six Teachings have been, are, and will always be a priceless spiritual heritage, a compass for all activities, work, and combat of the heroic Vietnam People's Public Security force.

Studying and implementing well the Six Teachings of President Ho Chi Minh is a noble and sacred duty, an inevitable and personal requirement of every People's Public Security soldier in the process of self-improvement to be able to excellently complete the assigned tasks. At the same time, it demonstrates the affection, responsibility and infinite gratitude of the People's Public Security soldier towards the beloved President Ho Chi Minh. There have been thousands of good examples and beautiful images of Public Security officers and soldiers in implementing His Six Teachings, upholding the spirit of selflessness for the country and service for the people, which have been recognized and highly appreciated by the Party, the State and the people. Many of these examples have become beautiful symbols of Vietnamese revolutionary heroism.

The Six Teachings of President Ho Chi Minh to the People's Public Security Forces have been spreading strongly in the political system, contributing to building a contingent of cadres and party members who are both red and professional. Practice has confirmed that this is not only President Ho Chi Minh's advice to the People's Public Security Forces, but also the common moral character of communists, the motto of conduct and action of cadres and party members in the political system in general, which needs to be studied, learned and followed by all cadres and party members of the Party. The Six Teachings of President Ho Chi Minh to the People's Public Security Forces are a priceless spiritual heritage, an important part of the system of viewpoints on building revolutionary ethics for cadres and party members. Therefore, continuing to promote the study and implementation of the Six Teachings of President Ho Chi Minh to the People's Public Security Forces with drastic and effective solutions in a broader and deeper way is truly necessary and extremely meaningful for cadres and party members.

In addition to the great achievements in implementing the Six Teachings of President Ho Chi Minh over the past 75 years, by imbuing Ho Chi Minh's thought when looking back on the past, with the spirit of "self-reflection, self-correction", we see that there are still some limitations and shortcomings in thoroughly grasping and implementing his Six Teachings. This is one of the reasons leading to the situation of officers and soldiers violating the law, discipline, and regulations of the People's Public Security, with many serious violations, negatively affecting public opinion, affecting the prestige, honor, and tradition of the People's Public Security force. Therefore, one of the requirements is to continue to promote the study and implementation of the Six Teachings of President Ho Chi Minh for the People's Public Security. Thoroughly implementing the direction of General Secretary Nguyen Phu Trong, from the recommendations of scientists, researchers, comments and expectations of the people, Party committees, leaders and commanders of the Public Security units, localities and all officers and soldiers of the People's Public Security in studying and implementing the Six Teachings of Uncle Ho in the coming time need to pay special attention to the following issues:

Firstly, continue to strengthen leadership and direction of the movement to study and implement the Six Teachings of President Ho Chi Minh more substantially, resolutely and closely. Link the movement to study and implement the Six Teachings of President Ho Chi Minh with the implementation of Directive No. 05-CT/TW of the Politburo on continuing to promote studying and following the ideology, morality and style of Ho Chi Minh. Each officer and soldier must always keep in mind the oath of honor of the People's Public Security, strive to study and follow the Six Teachings of President Ho Chi Minh to always be worthy of the honor and tradition of the heroic Vietnam People's Public Security. Actively cultivate, train and implement well to contribute to building a truly clean, strong and comprehensive People's Public Security force in terms of politics, ideology, morality, organization and cadres. Innovate and improve the quality of the People's Public Security movement to study and implement Uncle Ho's Six Commandments in the new situation, associated with studying and following Ho Chi Minh's morality and style on self-reliance, self-improvement, and the aspiration to develop a prosperous and happy country.

Second, linking the People's Public Security movement to study and implement the Six Teachings of President Ho Chi Minh with strengthening the protection of the Party's ideological foundation. Studying and implementing well the Six Teachings of President Ho Chi Minh for the People's Public Security is to contribute to protecting the Party's ideological foundation, so that Ho Chi Minh's thoughts on the People's Public Security will live forever. The guiding principle of the 13th National Congress Documents has pointed out: Firmly and creatively apply and develop Marxism-Leninism and Ho Chi Minh's thoughts. Studying and following the Six Teachings of President Ho Chi Minh for the People's Public Security needs to be associated with the effective implementation of Project No. 08/DA-BCA dated September 29, 2021 of the Ministry of Public Security on public security work to strengthen the protection of the Party's ideological foundation, fight against erroneous and hostile views in the new situation; Plan No. 146-KH/DUCA dated September 23, 2022 of the Central Party Committee of the Public Security on the propaganda work of the People's Public Security force, contributing to protecting the Party's ideological foundation, fighting and refuting wrong and hostile views; proactively preventing, promptly detecting and fighting, stopping and repelling manifestations of self-evolution and self-transformation within the Party. Party committees, leaders and commanders of Public Security units strengthen political and ideological education in conjunction with innovation, improving the quality of education on Marxism-Leninism and Ho Chi Minh's thought; the quality and effectiveness of inspection, examination, supervision and discipline work in the People's Public Security; resolutely overcome shortcomings and weaknesses, fight against individualism, strictly handle corrupt, negative and degraded public security cadres and party members in terms of political ideology, ethics, lifestyle, "self-evolution" and "self-transformation".

Leaders, commanders, especially the heads, need to set an example, be pioneers, and set good examples in implementing the Six Teachings of President Ho Chi Minh, practicing them in actual work, combat, and force building; regularly educating, warning, reminding, and helping cadres clearly identify the manifestations and risks of political, ideological, moral, and lifestyle degradation, self-evolution, and self-transformation. Each cadre, party member, and soldier of the People's Public Security needs to raise awareness of self-training, building, and maintaining revolutionary beliefs and ideals, truly being frugal, honest, impartial, and law-abiding, always keeping oneself clean, overcoming temptations, trivial fame and profit, and contributing to detecting, preventing, and repelling manifestations of political, ideological, moral, and lifestyle degradation.

In the process of implementing the movement, it is necessary to make the most of the leadership of Party committees and authorities, the attention, help, comments and supervision of departments, ministries, branches, organizations and all classes of people, especially at the grassroots level, so that the movement can be more effective and more substantial.

Third, studying and implementing the Six Teachings of President Ho Chi Minh is a particularly important solution to build a truly clean, strong, disciplined, elite and modern People's Public Security force. Currently, the entire People's Public Security force is resolutely implementing Resolution No. 12-NQ/TW, dated March 16, 2022 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite and modern People's Public Security force, meeting the requirements and tasks in the new situation. Party committees and leaders of the Public Security of units and localities, especially the heads, need to deeply and fully understand their responsibilities and obligations before the Party, the State and the people, respect honor, be proactive, be exemplary, and promote the vanguard role in implementing the Six Teachings of President Ho Chi Minh; It is necessary to concretize the content of the Six Teachings of President Ho Chi Minh to the People's Public Security into standards and criteria for cadres, develop action plans and programs suitable to the practical situation and organize their implementation well. It is necessary to summarize the implementation of Directive No. 04/CT-BCA dated May 19, 2018 on innovation and improvement of the quality of the People's Public Security movement to study and implement the Six Teachings of Uncle Ho in the new situation, draw out the limitations, causes and lessons learned, thereby proposing appropriate solutions, overcoming weaknesses to successfully implement the Resolution. Continue to summarize practice and study theory to develop the content of the Six Teachings more deeply, contributing to perfecting solutions to build a truly clean, strong, disciplined, elite and modern People's Public Security force.

Fourth, continue to promote propaganda work, raise awareness, unify will and action in studying and implementing the Six Teachings of President Ho Chi Minh to the People's Public Security. The press, radio and television agencies of the People's Public Security need to continue to promote propaganda work, strongly innovate the content, methods and forms of propaganda so that all cadres and soldiers, especially young cadres and students of People's Public Security schools, deeply understand the theoretical, scientific and practical significance of the Six Teachings of President Ho Chi Minh to the People's Public Security. From there, turn awareness into action, apply and practice correctly and sufficiently the teachings and instructions of President Ho Chi Minh in studying, working and fighting.

Fifth, the People's Public Security force needs to actively and proactively disseminate widely, using appropriate forms, mobilize and encourage cadres, party members and people of all walks of life to study and follow Ho Chi Minh's ideology, morality and lifestyle, the Six Teachings of President Ho Chi Minh to the People's Public Security; promote the role of the people in building the Public Security force and in the cause of protecting security and order. During the process of working and fighting, Public Security officers and soldiers must always respect the people, wholeheartedly serve the people, protect the peaceful life of the people according to the motto "when the people need, when the people are in trouble, there is the Public Security", must not be arrogant, authoritarian, or infringe upon the legitimate interests and rights of the people. Every action and deed of the police officers and soldiers needs to spread good values, so that the Six Teachings of President Ho Chi Minh for the People's Public Security Forces will last forever, always have new vitality, carry the breath of the times, and forever be the priceless spiritual heritage of the heroic Vietnamese People's Public Security Forces.
