On the afternoon of December 18, the Executive Committee of the Hai Duong Provincial Party Committee, term XVII, held a thematic conference to summarize the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the Central Executive Committee of the Party, term XII, on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently.

Positive results

Concluding the conference, Secretary of the Provincial Party Committee Tran Duc Thang said that over the past 7 years, the Hai Duong Provincial Party Committee has taken drastic actions, closely following the goals and requirements of Resolution No. 18. Hai Duong has achieved many outstanding results in implementing this resolution.

Compared to June 30, 2017 to the end of October 2024, the whole province has reduced 1 Party Committee directly under the Provincial Party Committee; 58 communes, wards and towns; 135 villages and residential areas; 6 departments under the advisory and support agencies of the Provincial Party Committee. The Fatherland Front and socio-political organizations at the provincial level have reduced 10 departments, offices and equivalents. Reduced 27 departments and equivalents directly under provincial departments, offices and branches; 40 departments under branches and equivalents.

Hai Duong has reduced 32 department heads, 119 deputy department heads and equivalent at the provincial level, 62 deputy department heads and equivalent at the branch level. At the district level, 20 department heads, 26 deputy department heads and equivalent; 187 public service units and 2,439 people receiving salaries from the state budget working in public service units have been reduced; 323 commune-level cadres, 513 commune-level civil servants have been reduced; 4,174 part-time workers at the commune, village and residential area levels have been reduced.

The Provincial Party Secretary assessed that up to now, the apparatus of administrative agencies and public service units of the province has basically operated effectively and stably.

Officials, civil servants, public employees, and workers are assured in their work and continue to improve their sense of responsibility. The Provincial Party Committee, People's Council, and People's Committee have promptly supplemented, revised, and completed regulations on functions and tasks for units to reorganize their apparatus; at the same time, restructured and improved the quality of the team of officials, civil servants, and public employees.

Basically complete arrangement in the first quarter of 2025

The Provincial Party Secretary emphasized that, in response to the requirements of the task in the context of the country entering a new era, the era of national growth, the Party Central Committee and the Politburo have given more drastic directions in implementing Resolution No. 18 with orientations on streamlining the apparatus, efficiency, effectiveness and efficiency.

To effectively implement the next tasks on restructuring the apparatus according to the direction of the Central Committee, the Provincial Party Secretary requested that delegates unify their awareness and actions to resolutely reorganize and streamline the apparatus in the entire Provincial Party Committee.

It is necessary to determine the special importance of this task as General Secretary To Lam affirmed that this is a particularly important task, a revolution in streamlining the organizational apparatus, which cannot be delayed any longer. Urgently deploy the task with the spirit of "running and lining up at the same time", the provincial level does not wait for the district level, the district does not wait for the grassroots.

The Provincial Party Secretary requested Hai Duong to basically complete the restructuring and streamlining of the apparatus in the first quarter of 2025. For units and agencies that meet the conditions, they must implement and complete it in January 2025.

Party committees, party organizations, agencies, units and especially leaders need to urgently focus on leadership, direction, review the current situation and develop plans to streamline the organizational apparatus within the scope and field of leadership and management.

For the group of plans for arrangement according to the Central's orientation, it is recommended that the Provincial Party Committee's Organizing Committee and the Provincial People's Committee's Party Committee take the lead in preparing the projects for implementation immediately after the Central Committee approves the arrangement plans at the Central level.

Regarding the group of streamlining plans under the province's authority, the Provincial Party Secretary requested that Party committees, party organizations, agencies and units focus on developing and proposing plans to streamline the internal apparatus in conjunction with the structure and rearrangement of the staff in the direction of reducing at least 15-20% of internal units.

In the immediate future, research and implement the streamlining of a number of department-level or equivalent focal points of departments, branches and a number of public service units, thoroughly overcoming the overlapping of functions and tasks, and division of areas and fields.

The Provincial Party Committee's Propaganda Department presides over and coordinates with Party committees and organizations at all levels to have a plan to widely and specifically propagate the revolution of streamlining the organizational apparatus in accordance with the Central Committee's policy. Do a good job of political and ideological work to create a high level of spread, consensus, and unity among cadres, Party members, and people.

The Provincial Party Committee's Organizing Committee and the Provincial People's Committee's Party Committee continue to study additional policies and regimes compared to the general policies of the Central Government for cadres affected by the reorganization and streamlining of the apparatus; at the same time, meet the requirements of retaining capable cadres.

The Provincial Party Committee's Organizing Committee shall preside over and promptly develop a plan for the arrangement and assignment of cadres under the management of the Provincial Party Committee's Standing Committee to advise the Provincial Party Committee's Standing Committee for consideration and decision.

District level and departments and branches shall proactively arrange, develop and plan plans for their localities and units.

The reorganization of the apparatus must be associated with restructuring and improving the quality of the staff. At the same time, it requires courage and sacrifice of personal interests for the common interests of each party member, especially the members of the Provincial Party Executive Committee and the heads of Party committees, party organizations, agencies and units.

The Provincial Party Secretary informed that the Central Committee is developing policies and regimes for affected cadres and those who are not eligible for re-election and are nearing retirement age to facilitate the arrangement of personnel for the new apparatus. The delegates promoted the highest sense of responsibility before the Party and the people to contribute to the successful implementation of this revolution.

The Provincial Party Secretary believes that with the results achieved and the high political determination of the Provincial Party Executive Committee, Hai Duong will successfully complete this especially important task, ensuring timely and exceeding progress compared to the set plan.

At the conference, a number of delegates discussed and gave their opinions on the draft summary report of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee, prepared by the Provincial Party Standing Committee and the Provincial Steering Committee.

The delegates focused on analyzing and evaluating the results of streamlining the provincial apparatus over the past 7 years; clarifying the limitations, difficulties and obstacles in the implementation process. Participating in the plan to streamline the apparatus in the coming time in conjunction with the characteristics and situation of the province and forecasting related issues in the next development stage.

Delegates also proposed solutions to organize and implement the arrangement and streamlining of the apparatus; proposed to consider priority contents for immediate implementation and contents to continue to study and implement cautiously and firmly.

The conference approved the draft report summarizing the implementation of Resolution No. 18-NQ/TW.

According to the draft report, in addition to the proposal to strictly implement the streamlining according to the central government's specific instructions, Hai Duong is oriented to implement the merger and consolidation of 3 centers under the department, including: Center for Support, Development, Consulting and Investment Promotion under the Department of Planning and Investment; Center for Trade Promotion under the Department of Industry and Trade; Center for Information - Tourism Promotion under the Department of Culture, Sports and Tourism into 1 center under the Provincial People's Committee Office, to be completed in the first quarter of 2025.

Merge the Vocational Training and Farmer Support Center under the Provincial Farmers' Association; the Hai Duong Women's Employment Service Center under the Provincial Women's Union; the Hai Duong Youth Employment Service Center, the Hai Duong Youth, Workers and Young Laborer Support Center under the Provincial Youth Union into the Provincial Vocational Training Center under the Department of Education and Training.
