Hai Duong is the first locality nationwide to have the initiative to research, develop and publish the "Handbook for implementing the 2020 Law on Residence".

In order to guide and support officers and soldiers to meet the requirements and tasks in the work of registration and management of residence according to the provisions of the 2020 Law on Residence, the Provincial Police Department has coordinated with Hai Duong Telecommunications to compile the book "Handbook for implementing the 2020 Law on Residence". Hai Duong is the first locality nationwide to have the initiative to research, develop and publish this guide.

On the morning of October 28, Mr. Tran Van Sy from Trang Liet village, Thanh Son commune (Thanh Ha) went to the commune police station to complete the residence registration procedures. After a few steps of guidance from the commune police officers, Mr. Sy completed the procedures quickly. He said: "I thought it would take a long time today because I heard that I had to follow the regulations of the new Residence Law, but thanks to the easy-to-understand instructions from the commune police officers, I filled out the paperwork very quickly and conveniently."

Captain Le Van Hieu, Chief of Thanh Son Commune Police, said: "This result was achieved because the Commune Police force actively studied and mastered the provisions of the law. More importantly, we received attention from the Provincial Police and District Police to organize training courses on the Law on Residence and equip us with the handbook "Handbook for implementing the Law on Residence 2020". The book is very easy to understand and convenient for work".

This is a handbook researched and compiled by the Department of Administrative Management of Social Order, Provincial Police, in consultation with the Provincial Police Department to support officers and soldiers to quickly access the 2020 Law on Residence and its implementing guidelines; master knowledge, procedures, and operations during implementation.

The 2020 Law on Residence takes effect from July 1, 2021. With many new breakthroughs in the implementation of residence registration and management, from content to management methods, a firm grasp and correct implementation of the provisions of the law is an important condition to improve the effectiveness of residence registration and management, construction, management and operation of the National Population Database.

Lieutenant Colonel Pham Chien, Deputy Head of the Department of Administrative Management of Social Order (Provincial Police) said: “The 2020 Law on Residence and its implementing guidelines of the Ministry of Public Security have many new points, so there are still limitations in the initial access of officers and soldiers. In addition, the IT skills of officers and soldiers directly performing the work of registration and residence management, especially at the commune level, are not uniform. The software of the registration and residence management system of the Ministry of Public Security when the law was first implemented was still in the process of upgrading and perfecting, sometimes having errors or network congestion... Therefore, researching and compiling guidance documents for officers and soldiers is an urgent requirement.”

In addition to mentioning the outstanding changes in the management of residence as well as the most general introduction to the National Population Database system, the handbook also collects 132 common situations in the registration and management of residence according to the new regulations and answers common problems of management staff when cleaning up population information data on the software system.

To date, the handbook has been distributed to the police of 12 districts, towns, cities and 235 communes, wards and towns in the province. These are the forces directly responsible for resolving issues related to registration and residence management, becoming a truly necessary handbook, contributing to improving the quality and effectiveness of registration and residence management in the province.

Along with compiling the "Handbook for implementing the 2020 Law on Residence", the Provincial Police Department has extensively deployed training, law dissemination and practice operations on the National Population Database software for soldiers, contributing to the effective implementation of the 2020 Law on Residence.
