The Ministry of Labor, War Invalids and Social Affairs (MOLISA) has issued a document requesting the Departments of Labor, War Invalids and Social Affairs of provinces and cities to report on the situation of wages, Tet bonuses and labor relations in enterprises before December 25.
Directors of the Departments of Labor, Invalids and Social Affairs shall direct the implementation of instructions and support for local enterprises to coordinate and discuss with grassroots trade unions to review labor contracts, collective labor agreements, salary payment regulations, bonus regulations to implement salary and bonus regimes and other regimes and policies for employees according to regulations and agreed contents.
Enterprises develop bonus plans based on 2023 production and business results in accordance with labor law and publicly notify employees in the enterprise.
Relevant agencies shall synthesize and report data on the salary situation and salary arrears in 2023; bonus plans based on production and business results and labor relations in enterprises on the occasion of New Year and Lunar New Year 2024; send data to the Ministry of Labor, Invalids and Social Affairs before December 25.
At the same time, regularly monitor and grasp the situation of labor relations, labor fluctuations and strengthen the implementation of support solutions, promote the building of harmonious, stable and progressive labor relations in enterprises in the area; take appropriate measures to prevent and minimize labor disputes and strikes arising in the area.
When labor disputes and strikes arise, management agencies need to quickly grasp the situation, coordinate with relevant agencies to support the parties in conducting dialogue and negotiations to resolve disagreements, and prevent strikes from lasting and spreading among businesses, causing disorder and social insecurity, especially during the New Year and Lunar New Year in 2024.
Recently, speaking to the press, Mr. Ngo Duy Hieu, Vice President of the Vietnam General Confederation of Labor (VGCL), said that in the context of socio-economic difficulties, businesses have made great efforts to ensure jobs and income for workers, however, a number of businesses are facing a lack of orders and difficulties in production and business. In particular, after a long period of being affected by the COVID-19 pandemic, Tet salaries and bonuses will be difficult.
In this situation, the Presidium of the Vietnam General Confederation of Labor has issued a plan to take care of Tet early for union members and workers. The Vietnam General Confederation of Labor has issued an official dispatch requesting grassroots unions to propose to enterprises to publicly develop a plan to pay salaries and Tet bonuses 20 days before the Lunar New Year holiday to ensure the rights of workers. This proposal has been responded to by many enterprises and workers.
Trade unions at all levels set aside a budget to give gifts to workers to take care of them during Tet. Each unit calculates and selects about 10% of the most disadvantaged workers to take care of. Care can be taken in many forms: For example: Giving plane tickets, train tickets, giving gifts... mobilizing the strength of the community to help workers in difficulty.
Mr. Ngo Duy Hieu also believes that when they do this well, they can retain workers, especially in the current context of labor shortages in many places.
