Specifically, on December 1, the Minister of Education and Training (MOET) issued Decision No. 4119/QD-BGDDT on approving textbooks for subjects and educational activities for grade 5 and Chinese textbooks for grades 3 and 4 used in general education institutions. This is a normal activity, in accordance with the plan for evaluating and approving the list of textbooks for foreign language subjects in the 2018 General Education Program.

In 2022, along with English, the Ministry of Education and Training approved textbooks for Korean, Japanese, and French for grade 3 for use in general education institutions. In 2023, the first phase will approve textbooks for grade 5, including 10 copies of English and other subjects, along with Chinese for grades 3 and 4. It is expected that in December 2023, textbooks for Korean, Japanese, French, and Russian will continue to be approved.

However, after the above decision was issued, distorted information and negative and misleading comments about the content of the Decision appeared on social networks. This negatively affected the policy of innovating the curriculum and textbooks; efforts to teach and learn Foreign Languages in general schools and caused confusion in society.

The Ministry of Education and Training has requested competent authorities to investigate and handle the above violations in accordance with the law.

Currently, there are 7 foreign languages taught in high schools depending on the teaching conditions and choices of the schools, including: English, Chinese, Japanese, Korean, French, German and Russian.

The list of textbooks for subjects and educational activities just approved by the Ministry of Education and Training includes 44 books. Specifically: Grade 5 has 4 Math textbooks, 3 Ethics textbooks, 3 History and Geography textbooks, 6 Informatics textbooks, 3 Technology textbooks, 3 Physical Education textbooks, 3 Music textbooks, 4 Fine Arts textbooks, 2 Experiential Activities textbooks, 10 English textbooks. For Chinese textbooks, there are 2 Grade 3 textbooks and 1 Grade 4 textbook approved.
