However, because this is a very strong storm with a large area of ​​influence, after entering the Quang Ninh - Hai Phong sea area, it will remain at the same level, so we need to continue to maintain vigilance and high concentration.

The Deputy Prime Minister requested Hai Phong City and Nam Dinh Province to closely monitor and promptly handle vulnerable sea and river dykes. If necessary, immediately report to the Forward Command Center to mobilize additional forces for support.

The Deputy Prime Minister noted that it is necessary to maintain good communication channels between the Forward Command Center, ministries, branches, authorities at all levels and forces to promptly direct the deployment of rescue forces and means in situations that arise.

The representative of the General Department of Hydrometeorology said that the storm is moving inland, the center of the storm is between Hai Phong and Quang Ninh, in which the key areas are Quang Yen, Bai Chay, Cat Ba, Ha Long of Quang Ninh, An Lao, Tien Lang, Hai An, Do Son of Hai Phong. The strongest time is from 12-14h. After 17h, the storm level will decrease.

According to the report of the Hai Phong City Military Command, the wind speed has begun to decrease on Bach Long Vi Island. The sea and river dykes are still safe, and forces are still on duty at key points such as sea dykes 1 and 2. The city has evacuated 23,500 people from low-lying areas and old apartment buildings. Communication is still maintained.

Vice Chairman of Quang Ninh Provincial People's Committee Nghiem Xuan Cuong said that the wind speed has decreased on Co To Island, but has started to increase on the mainland. Heavy rains are concentrated in Co To, Mong Cai, Cam Pha, and Ha Long. Quang Ninh is evacuating people in dangerous locations, fragile houses, and boats anchored at cultural houses, schools, and hotels.

Leaders of the Ministry of Agriculture and Rural Development also reminded localities to arrange people to be on duty at small reservoirs.

He recommended that localities absolutely close roads during the storm's landing; prevent and strictly handle the dissemination of inaccurate information about storm No. 3.

Deputy Minister of Transport Nguyen Xuan Sang said that there have been no reports of damage to boats avoiding storm No. 3. However, with the forecast of a long storm and heavy rain, the transport sector has directed forces to promptly fix landslides and ensure smooth traffic.

Lieutenant General Nguyen Doan Anh, Deputy Chief of the General Staff of Information, Ministry of National Defense mobilized over 438,000 officers and soldiers, thousands of vehicles and materials to support people in reinforcing their houses and evacuating to safe shelters; coordinated with local authorities to carefully review dikes, embankments, lakes, dams, and vulnerable areas to proactively respond to possible incidents; and prepared for overcoming consequences and preventing epidemics after the storm.

“Based on coordination plans, commanders and units must ensure good communication and promptly report unexpected and unplanned situations to avoid being surprised.”, Lieutenant General Nguyen Doan Anh said.
