Prime Minister Pham Minh Chinh has signed a Decision approving the Plan to implement the National Action Program to overcome the consequences of post-war bombs and mines for the 2023-2025 period.
Accordingly, the general objective of the Plan is to mobilize and effectively use domestic and international resources to fundamentally minimize and limit the impacts of post-war bombs, mines and explosives, serving the country's socio-economic development, ensuring people's safety; at the same time, promote propaganda to raise awareness of mine accident prevention and help mine victims reintegrate into the community, ensuring compliance with Vietnamese law and international treaties and agreements that Vietnam has signed.

The specific task of the Plan is to study and propose to perfect the organizational structure system from central to local levels to promote the capacity, mobilize and use domestic and international resources to implement the National Action Program to overcome the consequences of post-war bombs and mines in Vietnam (Program 504).
Develop and promulgate the Ordinance on Overcoming the Consequences of Post-War Bombs and Mines to perfect the system of legal documents, as a basis for managing, mobilizing and effectively using resources to promote activities to overcome the consequences of war in general and overcome the consequences of bombs and mines in particular.
Deploy programs, plans and mine clearance projects to serve socio-economic development and ensure people's safety, with a target of about 500 thousand hectares.
Invest in upgrading at least 5 regional orthopedic and rehabilitation facilities, build at least 15 commune-level health station models to support mine victims (priority in heavily contaminated areas); organize timely rescue for victims of accidents caused by mines and explosives, proactively support sustainable livelihoods. Regarding implementation funding, the Decision clearly states that funding for the implementation of the Plan is guaranteed from the state budget (investment and regular expenditures) and other legal financial sources, in accordance with the balancing capacity in each period of the central budget and local budgets according to regulations on decentralization.
Regarding implementation, the Prime Minister assigned the Ministry of National Defense - Standing Agency of Steering Committee 701 to preside over and coordinate with ministries, branches and localities to implement the approved Plan; manage and organize the implementation of investigation, survey and clearance of bombs, mines and explosives nationwide; develop a national strategy on propaganda and education to raise awareness of preventing bomb, mine and explosive accidents...
The Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Ministry of National Defense, the Vietnam National Mine Action Center (VNMAC) and relevant ministries, branches and localities to mobilize, negotiate and sign assigned international cooperation documents and organize the reception of resources to implement the plan; coordinate with the Ministry of National Defense, the Ministry of Planning and Investment, and the Ministry of Finance to develop annual state budget estimates according to tasks to implement the Plan.
The Ministry of Foreign Affairs shall preside over and coordinate with the Ministry of National Defense, VNMAC and relevant ministries, branches and localities to include the content of cooperation and support for overcoming the consequences of post-war bombs and mines in the working program of Party and State leaders with the Government and international organizations or appropriate international and regional forums...
The Ministry of Finance shall preside over and coordinate with the Ministry of Planning and Investment and the Ministry of National Defense to balance and allocate the state budget according to assigned functions and tasks to implement the Plan; allocate funds for regular annual activities of ministries, branches, Steering Committee 701, the Standing Agency of Steering Committee 701 and VNMAC.
The Ministry of Information and Communications coordinates with the Central Propaganda Department, the Vietnam Journalists Association, the Ministry of National Defense and relevant ministries and branches to direct, orient and provide accurate and timely information to the press and the grassroots information system on the work of overcoming the consequences of post-war bombs, mines and explosives; apply scanning technology and evaluate information trends in the press and media to grasp issues arising in the communication work on overcoming the consequences of post-war bombs, mines and explosives.

The Vietnam Union of Friendship Organizations presides over and coordinates with the Ministry of National Defense, VNMAC and relevant ministries and branches to organize activities to enhance cooperation and mobilize foreign non-governmental funding sources to implement the plan...
Relevant ministries and branches, within their scope of responsibility, shall coordinate with the Ministry of National Defense to implement projects and related tasks of Program 504.
The People's Committees of provinces and centrally run cities shall include post-war mine remediation activities in their local socio-economic development plans.
