Developing high quality human resources to meet development requirements in the new era

On the morning of December 13, at the Eastern Cultural Center (Hai Duong City), Hai Duong Provincial Party Committee, the Scientific Council of Central Party Agencies, and the National Political Publishing House Truth organized a scientific workshop on "Developing human resources, especially high-quality human resources to meet the requirements of national development in the new era".

Improving the quality of human resources is a breakthrough

Speaking at the workshop, Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu informed that Hai Duong has abundant human resources. In recent years, the number of workers has increased in both scale and quality. Along with attracting investment capital, promoting industrial development, production and business, Hai Duong province has attracted many workers from other localities to work.

Hai Duong pays special attention to improving the quality of its labor force. The 17th Hai Duong Provincial Party Congress identified improving the quality of human resources as a breakthrough for the 2020-2025 term. Immediately after the Congress, the Provincial Party Standing Committee issued Project No. 02-DA/TU, dated August 15, 2021 "On building a team of leaders and managers at all levels, especially leaders with sufficient qualities, capacity and prestige, meeting development requirements, period 2021-2030".
The Provincial People's Committee has issued the Project "Developing human resources to meet production and business requirements, contributing to building Hai Duong into a modern industrial province by 2030".

The Hai Duong Provincial Party Committee established the Executive Council for training, fostering and comprehensive development of human resources in Hai Duong province for the period 2020-2025, chaired by the Standing Deputy Secretary of the Provincial Party Committee. Every year, the council has directed the review and development of training programs and plans for cadres at all levels in the province; organized many training courses to improve knowledge and skills for cadres and civil servants at all levels.

Every year, Hai Duong allocates about 30 billion VND to train non-professional staff at the grassroots level and provide vocational training for agricultural workers. Hai Duong has paid attention to investing in facilities, building and issuing policies to support training, attracting good teachers and doctors...

Focusing on improving the quality of human resources has contributed to helping Hai Duong achieve a number of important results in socio-economic development, ensuring national defense and security, and improving the material and spiritual life of the people.

Continue to train and improve the quality of human resources

Besides the achieved results, the implementation of the strategic breakthrough on "Improving the quality of human resources" in Hai Duong province still has some limitations such as the policy regime to support training and development has not been supplemented in a timely manner.

Attracting talented cadres, young cadres, and good experts in various fields to work in the province has not been really effective; a good working environment has not been created to retain young cadres and good experts to stay and work. The connection between human resource training facilities and businesses, agencies, and units to link training with the labor market is still limited...

Standing Deputy Secretary of the Provincial Party Committee Le Van Hieu said that in the coming time, Hai Duong needs to attract a large number of trained human resources, especially high-quality human resources to meet the development of the province in general and for the production and business areas in industrial parks and specialized industrial parks being formed in particular.

Along with the reorganization of the apparatus under the direction of the Central Government, Hai Duong Provincial Party Committee continues to pay attention to training and fostering new knowledge to build a team of cadres and civil servants at all levels to meet the requirements and demands of the new revolutionary period. Continue to research and develop mechanisms to attract vocational teachers and support vocational learners in difficult circumstances. Promote the arrangement of vocational schools, invest in facilities, teaching equipment and open new vocational training codes according to the requirements of the labor market to meet the goal of industrial development in a modern direction...

Speaking at the workshop, Associate Professor, Dr. Vu Trong Lam, Director - Editor-in-Chief of the National Political Publishing House, said that the top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045, it will become a developed socialist country with high income; strongly arouse national spirit, spirit of self-reliance, self-confidence, self-reliance, national pride, and aspiration for national development; closely combine national strength with the strength of the times. To achieve these goals, the decisive factor is to build and promote Vietnamese human resources.

At the workshop, scientists and experts discussed, exchanged and clarified a number of issues on the theoretical basis, significance and importance of human resource development, especially high-quality human resources. Assessed the current status of human resource development, issues arising for human resources, especially high-quality human resources. Analyzed and forecasted the impacts and challenges of the current new context and provided development orientations, proposals and recommendations on mechanisms, policies and solutions to promote human resource development, especially high-quality human resources of Vietnam in the new era - the era of national development.

In his concluding remarks at the workshop, Dr. Vu Thanh Mai, Deputy Head of the Central Propaganda Department, Permanent Vice Chairman of the Scientific Council of the Central Party Agencies, acknowledged and highly appreciated the opinions and discussions at the workshop. At the same time, he affirmed that the opinions of scientists and delegates will provide more scientific arguments, contributing to the orientation of human resource development, especially high-quality human resources to meet the requirements of the nation's rising era in Vietnam in the coming time. Many good models, profound lessons, valuable proposals and solutions presented at the workshop will be the basis for ministries, departments, branches and localities to continue improving the quality of human resources.

To prepare for this workshop, the Hai Duong Provincial Party Committee's Propaganda Department was assigned to advise on planning, coordinating the organization, preparing documents and conditions for the workshop.
