Cars with "being registered" signs are not allowed on the road.

Some cars without official license plates, only with a sticker like "car being registered", "newly purchased car awaiting registration" were driving on the roads in Hai Duong.

According to Decree 100/2019/ND-CP, amended by Decree 123/2021/ND-CP of the Government on amending and supplementing a number of articles of the decrees regulating administrative sanctions in the fields of maritime; road and railway traffic; civil aviation, cars without official license plates but affixing a piece of paper with the above content will be fined from 2-3 million VND and have their driving licenses revoked for 1-3 months.

Car owners who have not been issued official license plates and want to participate in traffic must apply for temporary license plates at the Traffic Police Department (Provincial Police) or register on the National Public Service Portal or the Ministry of Public Security's Public Service Portal. Vehicles with temporary license plates can only participate in traffic for 30 days and within the scope of operation stated on the temporary vehicle registration certificate.
