Regarding the case of a teacher at Tran Phu Primary School (Ha Tinh) being proposed for disciplinary action for organizing extra tutoring at home for first graders, many people wonder in what cases teachers are allowed to teach extra tutoring.
Recently, Tran Phu Primary School (Ha Tinh City, Ha Tinh Province) held a meeting and proposed disciplinary action against teacher Nguyen Thi Th. (homeroom teacher of class 1B) for organizing extra tutoring at home.
Previously, at around 7:00 p.m. on December 4, people reported that Ms. Nguyen Thi Th. organized illegal tutoring for first graders at her private home in Tran Phu ward (Ha Tinh city).
Regarding this incident, many people expressed concerns about current regulations, in which cases are teachers allowed to teach extra classes and whether they are allowed to teach extra classes to their homeroom students.
Currently, regulations on extra teaching and learning are being implemented according to Circular 17/2012/TT-BGDDT issued by the Ministry of Education and Training. Accordingly, in principle, the subjects of extra learning are students who have the need, voluntarily take extra learning and have the consent of their families; no form of coercion is allowed to be used to force students' families and students to take extra learning.
Do not organize extra classes according to regular classes; students in the same extra class must have equivalent academic ability.
No extra teaching for students who have been organized by the school to study 2 sessions/day.
No extra teaching for primary school students, except in cases of art, physical education, and life skills training.
Public school teachers are not allowed to organize extra classes or tutoring outside of school, but can participate in extra classes outside of school; they are not allowed to teach extra classes outside of school to students that they are teaching in their regular classes without permission from the head of the teacher management agency.
Currently, the Ministry of Education and Training is in the process of developing and completing a new draft circular on regulations on extra teaching and learning (when approved and issued, it will replace Circular No. 17/2012/TT-BGDDT). However, up to this point, the above regulations are still in effect.
