Unscheduled Thursday, Saturday for the people, QR code creation solution containing administrative procedure information... are practical initiatives and solutions in administrative procedure reform that are being applied and implemented in many localities in the province.

Mr. Nguyen Van Thuyet, Dong Cam commune (Kim Thanh) is currently a worker in Hai Phong city. Last November, he needed to certify his citizen identity card to complete procedures for granting a land use right certificate. Knowing that Dong Cam commune works all day on Saturday to support workers and laborers who cannot take time off during the working day, he went to the commune's "one-stop" department and was promptly supported to resolve the issue.
Ms. Nguyen Thi Loan, a civil servant at Dong Cam Commune Office, said that in June 2023, the commune implemented the solution "Saturday for the people" in handling administrative procedures. In addition to supporting workers and laborers who need to handle administrative procedures outside of working hours, the commune's Support Team also goes to the homes of the elderly and disabled to support them in handling procedures on Saturdays. Since implementing the solution, the commune has provided mobile support, helping people in the commune handle over 200 administrative procedure files on Saturdays.
In early 2023, Comrade Ho Ngoc Lam, Chairman of Nam Sach District People's Committee, had the initiative "Solution to create QR codes containing administrative procedure information to serve, post, look up information and register for online public services of the People's Committees of communes and towns in the district". Accordingly, each QR set will include a list of administrative procedures in each field containing contents such as general information about administrative procedures; implementation steps; dossier components; dossier processing time... Currently, the initiative is being applied at all commune-level "one-stop" departments in the district, facilitating the settlement of administrative procedures.
As a unit with a large number of administrative procedure settlement records, the rate of records returned via public postal services has not met expectations. In 2023, the Provincial Department of Transport applied the solution "Improving the rate of returning results of administrative procedure settlement via public postal services". The Department has coordinated with the Provincial Post Office to sign and implement the coordination regulations on this content. Along with that, the Department also implemented the initiative, established a Team to implement Online Public Services for the entire process of changing driver's licenses on the National Public Service Portal; closely coordinated with relevant departments, branches, agencies and organizations to overcome and remove obstacles and difficulties... To date, this Department has issued and changed nearly 3,000 records at the full process level. The number of records and results returned via public postal services reached nearly 26,000 records, accounting for 77% of the total number of records received and returned results.
Promote competition
Every year, the Department of Transport maintains a plan to launch emulation from the beginning of the year, including launching an emulation movement to promote initiatives and technical improvements in work, labor, and production. Up to now, many administrative reform initiatives have been and are being applied at the department and have been effectively implemented, such as: Building a Chatbot automatic response system to handle work; building a system to manage information on vehicles entering prohibited roads; online application in returning results of driving license exams, etc.
In 2023, the Department of Industry and Trade proposed and had a mechanism to encourage all cadres, civil servants, public employees, workers and union members in the whole industry to promote the spirit of innovation and creativity in proposing ideas, writing initiatives and experiences. As a result, up to now, the whole department has had 3 initiatives and innovative solutions in the field of administrative reform of cadres and civil servants, all of which can be immediately applied in practice.
According to the Department of Home Affairs, in order to improve the quality of administrative reform and administrative procedure reform, in recent times, localities and units have actively researched and developed initiatives, solutions, experiences, and good practices in administrative reform. The development and application of initiatives and solutions in administrative reform implementation has become a competitive movement. Many highly applicable initiatives, experiences, and solutions have been applied, contributing to reducing investment costs, saving time, and bringing satisfaction to businesses and people.
