What policies do non-professional activists enjoy when merging communes?

Non-professional staff who are redundant in the restructuring and merger of administrative units are entitled to benefits when they leave their jobs according to Decree 29/2023 of the Government on streamlining payroll.

One of the subjects related to the policy of arranging and merging communes is non-professional cadres (KCT) at the commune, village, and residential group levels, with a number of more than 400,000 people.

In the coming time, when 10,035 commune-level administrative units are merged into 5,000 units, this number of KCT officials will be one of the subjects of streamlining.

Policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system have been clearly stipulated in Decrees 178 and 67. Which regulations will be applied to KCT cadres subject to streamlining is a question that many people are wondering about.

A representative of the Ministry of Home Affairs informed KCT officials that the settlement of regimes and policies when merging communes is carried out according to Decree 29/2023 of the Government on streamlining payroll.

Accordingly, KCT activists at the commune, village, and residential group levels who are redundant due to administrative unit reorganization are entitled to benefits when they quit their jobs during the period from the reorganization decision of the competent authority until before the end of the reorganization roadmap.

Specifically, KCT officials holding elected positions, if they resign within 12 months of the arrangement, will receive a subsidy equal to half of the current monthly allowance for each month of leave before the end of the term.

For those who retire before the end of the arrangement roadmap, the number of months of benefits is calculated by the number of months of leave before the retirement date.

For KCT officials holding non-elected positions, each month of leave before the end of the placement roadmap is entitled to a subsidy equal to half of the current monthly allowance.

Meanwhile, for full-time staff, the support regime for redundancy after administrative unit rearrangement is more complete.

Specifically, in addition to support when leaving work before the end of the arrangement roadmap, specialized staff are divided into many groups to receive support.

For those who retire 2-5 years before the prescribed age, the support regime includes: 3 months of average salary for each year of early retirement, 5 months of average salary for the first 20 years of work with social insurance contributions (from the 21st year onwards, for each year of work with compulsory social insurance contributions, a subsidy of 1/2 month of salary is provided), without deduction of pension rate due to early retirement.

For female full-time cadres who retire 2-5 years before the age, in addition to enjoying the retirement regime according to regulations, they will also receive 5 months of average salary and a subsidy of 3 months of average salary for each year of early retirement, and will not have their pension rate deducted due to early retirement.

According to Decree No. 33/2023 on commune-level cadres and civil servants, the number of KCT cadres is calculated according to the type of commune-level administrative unit. Specifically, type 1 communes and wards have 14 people, type 2 has 12 people, and type 3 has 10 people.

KCT cadres in villages and residential groups with no more than 3 positions (including Party cell secretary, village or residential group chief, and head of the Front's working committee) are entitled to monthly allowances.

9. Chairman of the Elderly Association

10. Chairman of the Red Cross Society in the commune, ward, town.
