Core values ​​in President Ho Chi Minh's Testament

In 1965, on the occasion of his 75th birthday, at 9:00 a.m. on May 10, 1965, President Ho Chi Minh wrote a Will titled "Absolutely Secret" consisting of three pages, typed by himself, with the date May 15, 1965 at the end. This is a complete Will with Uncle Ho's signature and next to it the signature of comrade Le Duan, First Secretary of the Party Central Committee. In 1966 and 1967, Uncle Ho did not have separate copies but only additions to each section. And at 10:00 a.m. on May 19, 1969, Uncle Ho re-read all the previously written Wills for the last time, then put them all in an envelope and put them away...

President Ho Chi Minh's will was first announced at his funeral in September 1969.

The Testament has the following core contents: Talking about the Party; about union members and youth; about the working people; predicting the resistance war against the US to save the country; about the world communist movement; about some personal matters and the last wishes of President Ho Chi Minh before passing away. These are the major orientations for our Party, for the Vietnamese revolution in building socialism.

The testament is the wish, sentiment, will, belief, and responsibility of President Ho Chi Minh to the Fatherland, the people, and the revolutionary cause. The testament is his wish. His will, belief, revolutionary optimism, and responsibility to the people are deeply expressed in the prediction of the victory of the resistance war against the US and the day of national reunification, in the instructions on the work of the unfinished revolutionary cause. The testament is the confidences of a person who has sacrificed his personal happiness all his life, dedicating his entire life to the Fatherland and the people; it is the heart of loyalty to "brother countries" and "friends across the five continents"...

The Party Committee, government and people of Hai Duong were honored to welcome Uncle Ho to visit five times. Taking to heart his advice that Hai Duong province must “become a model province”, the Party Committee, government and people of Hai Duong have always united, strived, overcome all difficulties and challenges, and achieved many glorious victories and important achievements in the struggle to defend the Fatherland and build socialism.

Studying and following Uncle Ho's ideology, morality and style, the Provincial Party Committee always attaches importance to the work of building and rectifying the Party and a clean and strong political system. The entire Party, the entire people and the entire army in the province join hands and compete in labor production and have achieved many achievements in all areas of economic and social life. From a backward agricultural province, Hai Duong is now becoming a bright spot in the socio-economic development of the Red River Delta and the Northern key economic region. The new rural construction program is increasingly going into depth, efficiency and sustainability, Hai Duong is the 5th province in the country to be recognized for completing the task of building new rural areas in the period 2010-2020.

The appearance of urban and rural areas has clearly improved. Culture and society have made new developments; social security has been ensured, people's lives have been improved. National defense and security have been consolidated and maintained. The work of building the Party, government, the Fatherland Front and socio-political organizations has had positive changes. In the first 6 months of 2023, Hai Duong's economic growth reached 7.23%, ranking 15th in the country and 7th in the Red River Delta.

Continuing to implement his Testament, the Provincial Party Committee is focusing on implementing the Central Resolutions, especially the 4th Central Resolution of the 12th tenure, Conclusion No. 21-KL/TW of the 4th Central Conference of the 13th tenure on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degraded in politics, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" and Regulation No. 37-QD/TW on things Party members are not allowed to do. While promoting the work of Party building and rectification, the Provincial Party Committee has also successfully implemented the resolutions of Party Congresses at all levels, the Resolution of the 17th Provincial Party Congress and the Resolution of the 13th National Party Congress.

Continue to review and improve mechanisms and policies, especially mechanisms to control the exercise of power by those in positions of power. Strengthen inspection, supervision and discipline enforcement within the Party, promote the supervisory and critical role of socio-political organizations and the people right from the time of policy formulation and implementation, promptly detect and prevent violations when there are signs of violations. Promote the responsibility of setting an example for cadres and party members.

Celebrating the 54th anniversary of Uncle Ho's passing, reviewing his instructions in his Testament, is an opportunity for each cadre, party member, and party organization to reflect on themselves; vowing to always follow the goals, ideals, and path that the Party and Uncle Ho have chosen. Continue to promote the study and follow of Ho Chi Minh's ideology, morality, and style. Promote the spirit of solidarity, dynamism, and creativity, strive to promote patriotic emulation movements, exploit the potential and advantages of Hai Duong, mobilize and effectively use resources inside and outside the province for rapid and sustainable development.
