Group of 'brokers' issued and changed driver's licenses, swapped urine samples to avoid drug tests

Approaching people who need to issue or change their driving licenses, the subjects provided bags containing tea to people who were likely to test positive for drugs to exchange when taking urine tests.

On December 9, Ho Chi Minh City Police said District 3 Police are investigating a case of a group of "brokers" issuing and changing driver's licenses and exchanging urine tests to "avoid" drug tests in the area.

Previously, from a source of information, District 3 Police discovered a group of people who had been luring and instructing people on how to bypass authorities when issuing and exchanging driver's licenses at the Driver's License Examination Center under the Ho Chi Minh City Department of Transport at 252 Ly Chinh Thang Street (Ward 9) and Clinic 136 - Ho Chi Minh City Transport Hospital (136 Cach Mang Thang 8 Street, Ward 10, District 3).

The police then invited the eight suspects and a number of related people to the headquarters for questioning. The police determined that every day, people came to the Driver's License Examination Center to renew their driver's licenses and were approached by this group.

This group accepts applications for driver's licenses and renewals at a cost of 1.3 million to 1.8 million VND depending on the case. On average, each day, these individuals accept applications for 15 to 20 applications, earning tens of millions of VND.

Notably, the subjects provided bags containing tea to people who were likely to test positive for drugs to exchange for urine tests. During the search, the police seized many exhibits.

According to Ho Chi Minh City Police, the subjects' actions directly violated the State management of the authorities in the field of transportation; changed test results, leading to the competent authority issuing driving licenses to subjects illegally using drugs; risked complicating traffic safety and order, endangering people when participating in traffic.

The police are currently expanding the investigation to strictly handle the case according to regulations; at the same time, reviewing any loopholes and shortcomings, if any, in the process of implementing the testing and issuing of driving licenses to propose to competent authorities for consideration.
