The amount of domestic waste (RTSH) is increasing every day, the landfills are almost full while Chi Linh City has not been able to build a waste treatment plant. This situation makes handling RTSH a difficult problem for the locality.

Overload risk

Currently, Chi Linh City has 4 landfills in Dong Lac, Co Thanh, Pha Lai and Tan Dan wards. These landfills are almost full, some of which can only "hold out" until the end of this year. Previously, from October 2021, to return the land to Cong Hoa Industrial Park, Chi Linh City had to close the landfill located in this industrial park. Therefore, the collection and treatment of solid waste in the city has encountered more difficulties. According to Mr. Nguyen Trung Thanh, Chairman of the Board of Directors of Chi Linh Transport, Environment and Urban Joint Stock Company, the city's solid waste is about 100 tons per day. All are brought to the city's 4 centralized landfills. However, waste treatment has only stopped at rudimentary landfilling without treatment technology... Therefore, these landfills are all at risk of overload and must soon be closed according to regulations.

Implementing the Project "Collection and treatment of domestic solid waste in rural areas in the province in the period of 2016-2020", each pilot locality will be supported with 500 million VND to build a centralized landfill. At that time, Van Duc ward was selected to participate in the project, but could not arrange land for a centralized landfill due to lack of consensus from the people. Therefore, the ward had to withdraw from the project. Being able to participate in the project was an opportunity for the locality to receive large financial investment from the province. However, due to the lack of determination of the government and the lack of support from the people, this locality had to give up the opportunity to receive support from the Provincial People's Committee.

Since the Dong Vong landfill in Cong Hoa ward had to close, the City People's Committee planned to expand part of the area in Van Duc ward to use as a landfill. However, local people did not agree and prevented the collection unit from burying the waste at the above location. Therefore, the waste of Van Duc ward still has no place to collect and process.

Since the previous term, the Chi Linh City Party Committee has clearly identified the urgent need to build a waste treatment plant for the city with modern technology. To implement this policy, the Chi Linh City People's Committee has planned to build a concentrated waste treatment plant in Cong Hoa Ward with an area of ​​about 15 hectares. However, up to now, Chi Linh has not found an investor that meets the requirements of advanced waste treatment technology...

Need long term solution

The amount of waste is increasing day by day, so waste treatment in Chi Linh needs a fundamental and long-term solution. One of those solutions is that Chi Linh City must build a waste treatment plant. The city People's Committee is completing land procedures and planning the location for the waste treatment plant in Cong Hoa ward. If the city can attract investors, it will help fundamentally solve the difficulties in waste treatment in the area.

While waiting for the waste treatment plant to be built, the People's Committee of Chi Linh City requires localities to plan their own land for temporary landfills. Currently, the wards are in the zoning planning stage, so it will be very convenient to include in the planning of land funds for landfill construction in each ward and commune. On the other hand, the City People's Committee has a policy to support each locality with about 500 million VND to build landfills to reduce the amount of waste concentrated in the city's large landfills. To clearly demonstrate their determination, the city leaders are determined to deal with localities that cannot arrange landfills, such as not collecting waste, and the locality must treat waste itself. At the same time, the Chairman of the People's Committee of that commune or ward must be responsible to the City People's Committee...

At the dialogue with female cadres and members that took place at the end of May, when answering opinions on waste treatment, Chairman of the People's Committee of Chi Linh City Nguyen Van Kien affirmed that the best solution is for people to participate in sorting waste at the source. Mass organizations coordinate with specialized departments to organize training on sorting waste at the source for members and people. Each locality needs to arrange a centralized landfill to collect organic waste for fertilizer, the city provides microorganisms to treat waste on the spot, reducing the pressure of waste on the centralized landfills. For landfills that are about to be overloaded, there will be plans to expand the landfill, bury and plant trees to treat it.
