Nam Sach - Strong impressions in the first half of the term

Socio-economic bright spots

In the general context of the first phase of the term with many difficulties due to the impact of the Covid-19 pandemic and the sluggish real estate market, Nam Sach has focused on both preventing the epidemic and recovering and developing the socio-economy. Thanks to that, the average economic growth rate in the first half of the term reached 11.3%/year.

In agriculture, Nam Sach has actively applied technical advances to production, especially greenhouse models, net houses, rice planting by machine, spraying pesticides by drones... In 2023 alone, Nam Sach has 19 OCOP products, ranking 4th in the province.

With the joint efforts of the people, the new rural construction movement has achieved many positive results. Up to now, the district has 10/18 communes meeting the advanced new rural standards, 3 communes meeting the model new rural standards, achieving the target of the District Party Congress Resolution 2 years ahead of schedule.

Thanks to the strengthening of management and exploitation of budget revenue sources, the regular revenue of the district budget (excluding land use fees) increased by an average of 59.3% (the congress's target is to increase revenue by 10% or more). In 2022 alone, Nam Sach district's budget revenue reached the trillion mark for the first time (reaching 1,147 billion VND).

Since the beginning of the term, Nam Sach has focused on creating a favorable environment to attract businesses to invest in the area. Notably, in a short time, it has completed the site clearance of 180 hectares of land.

At An Phat 1 high-tech industrial park, up to now, the investor has completed the construction items of phase 1 (about 100 hectares), 20 secondary investors have registered to invest, 11 investors have been granted investment certificates.

The district has also proposed the Provincial People's Committee to add the planning of the high-tech industrial cluster and green, clean supporting technology in Thai Tan commune to the province's industrial cluster system. Currently, the district is focusing on leading and directing the implementation of the key project assigned by the province, which is the Investment Project to expand the road leading to Han Bridge, from the beginning of Han Bridge (Nam Sach District side) to the intersection of Provincial Road 390 and to build a new route connecting the intersection of Provincial Road 390 to National Highway 18 (Tan An Bridge).

In recent times, Nam Sach has also resolutely handled violations of land, natural resources and the environment. In the field of environment, Nam Sach is a pioneer in classifying, collecting and treating domestic solid waste, implementing synchronously with 100% of households in the entire district. This is a difficult task, but with great efforts and determination, Nam Sach has achieved many positive and meaningful results, creating a change in awareness, contributing to improving the environment and improving the quality of life for the people.

Leading the province in administrative reform

In the first half of the term, Nam Sach was always in the top of Hai Duong province in the Administrative Reform Index rankings. In 2021, Nam Sach ranked 2nd, a remarkable result. Since the beginning of 2022, after the Conference to announce the 2021 Administrative Reform Index of the province, the district has directed to overcome the criteria that lost points. Therefore, in 2022, Nam Sach District People's Committee rose to the top of the District Administrative Reform Index with 90.89 points.

The synchronous measures along with the efforts of the leaders and staff in administrative reform have brought about clear results. Not only businesses but also many people clearly feel the change in the implementation of administrative procedures in Nam Sach district.

Clear changes in Party building

The highlight of the Party building work in the first half of Nam Sach's term is the solidarity, unanimity, and high determination of the Standing Committee of the District Party Committee with the working method of choosing difficult tasks and bottlenecks to focus on discussing solutions for implementation.

Among them, many specialized resolutions have been issued to solve bottlenecks and difficulties such as Resolution No. 13 on classification, collection and treatment of domestic solid waste, Resolution No. 23 on improving the quality of Party cell activities, Resolution No. 26 on improving the quality of citizen reception, classification and settlement of complaints and denunciations. When put into practice, these resolutions have realized many goals that seemed very difficult to achieve.

Regarding political and ideological work, Nam Sach has systematically implemented the dissemination and study of resolutions. This is also the locality that has been able to connect online with bridge points in all communes and towns via VNmeeting software. Currently, Nam Sach District Party Committee (Hai Duong) has established a Document Compilation Board for 34 historical revolutionary works and historical and cultural relics in the district. The collection and compilation of documents and images is gradually being completed to create QR codes and launch valuable document products on the occasion of the Party's founding anniversary on February 3 this year. This is one of the activities to improve the quality of exploitation, management and use of a number of historical revolutionary works and historical and cultural relics in the district.

Looking back at 2022 and 2023, the inspection of party members and party organizations when there are signs of violations has received attention and changed clearly. Nam Sach also created a bright spot in Party building work with results that have exceeded the target of recruiting new Party members for many years, focusing on sources in high schools and workers in non-state-owned companies. The number of dialogues between leaders of Party committees and authorities and the people has increased steadily over the years. The rotation of cadres has been carried out synchronously and closely. Along with that, the activities of the District Fatherland Front Committee and socio-political organizations in the district have had many innovations.

With the above mentioned milestones, it can be affirmed that in the first half of the term of implementing the Resolution of the 28th District Party Congress, term 2020 - 2025, the Party Committee, government and people of Nam Sach district have achieved many important results in all fields. Projects and action programs to implement the resolution have been deployed promptly. Through the mid-term review, 13/16 main targets according to the progress of each year have been achieved and exceeded the plan, 3/3 breakthroughs in the term have been effectively implemented.

From now until 2025, the socio-economic situation in the country and the province is forecasted to have many difficulties and major challenges in implementing the goals and tasks of the Congress Resolution. Promoting the achieved results, in the coming time, the Party Committee, the government, agencies, unions of the district and communes and towns in Nam Sach district are determined to strengthen and be more drastic in directing and operating, promoting the spirit of solidarity, dynamism and creativity to successfully implement the Resolution of the District Party Congress, building Nam Sach district to develop rapidly, sustainably and prosperously.
