US-China hold rare talks on nuclear arms control

On November 6, the US and China held rare talks in Washington DC on nuclear arms control, in the context of a meeting between President Joe Biden and Chinese President Xi Jinping scheduled to take place next week in San Francisco, California, on the sidelines of the Asia-Pacific Economic Cooperation (APEC) Summit.

The talks took place between US Assistant Secretary of State for Arms Control, Inspection and Compliance Mallory Stewart and Director General of the Arms Control Department of the Chinese Foreign Ministry Sun Xiaobo.

This is the first special meeting on the subject of nuclear weapons between the two powers since the administration of President Barack Obama.

The talks come after Chinese Foreign Minister Wang Yi's recent visit to the United States.

Speaking to reporters, US State Department spokesman Vedant Patel said China's participation in arms control would "ensure competition does not lead to conflict."

On the same day, the US Treasury Department said that US Treasury Secretary Janet Yellen will meet with Chinese Vice Premier He Lap Phong before the APEC Summit in San Francisco.

The two officials will meet on November 9-10 to stabilize US-China relations and help make progress on economic issues, according to the announcement. The meeting comes amid a significant increase in communication between the two countries.

According to an unnamed US Treasury official, in the upcoming meetings, the two sides are expected to share views on each country's economy and the global economy.

Secretary Yellen is likely to raise concerns about economic activities such as barriers to market access, as well as issues related to national security.

The two sides also plan to discuss challenges such as climate change and debt burden, and seek areas of cooperation.

The meeting between Secretary Yellen and Vice Premier He Lifeng is expected to set the stage for the next meeting between President Biden and President Xi Jinping.

The White House said President Biden is looking forward to “constructive” talks with the Chinese leader, the first since the two met in Bali, Indonesia, in November 2022.
