On December 11, Dien Bien Provincial Police announced that the Criminal Police Department of the Provincial Police has just issued a decision to prosecute the case, prosecute the accused, and temporarily detain Nguyen Tuan Anh (born in 1983, residing in Trung Van ward, Nam Tu Liem district, Hanoi) for fraud and property appropriation.
The investigation determined that Nguyen Tuan Anh was a freelancer, without a stable job, but always pretended to be an officer working at the Ministry of Public Security. Tuan Anh said he had many connections that could help children and grandchildren of the victim families get into the police force; he could ask for certificates of merit, admit to the party so that conscripts could get extra points for university entrance exams to join the police force; if they failed the university entrance exam, they would be considered for professional status or help arrange work units.
Using this trick, Nguyen Tuan Anh defrauded and appropriated nearly 100 million VND from people in Dien Bien Phu City.

Previously, on June 19, Dong Nai Provincial Police issued a decision to prosecute and temporarily detain Hua Nghiep Thang (49 years old, residing in District 10, Ho Chi Minh City) to investigate the act of "Fraudulent appropriation of property".
According to the investigation, Thang read the news and learned that Bien Hoa City Police were coordinating with related units to search many private clinics in the area to investigate and clarify the act of forging health examination papers and medical certificates and selling them to workers who needed sick leave to be paid for social insurance and health insurance.
Thang had the intention of defrauding and appropriating the property of T.D clinic (Ward 4, Tan Hiep ward) by looking up information about the clinic on social networks. Knowing that Mr. BVX (born in 1948, is the legal representative as well as the clinic's phone number), Thang called the clinic's phone number and met Mr. X.
Thang introduced himself as Son (a police officer of Bien Hoa City), joined the inspection team and threatened and demanded that Mr. X. hand over 500 million VND to bail out 5 employees and get back the machinery and equipment for the clinic, otherwise he would detain them.
Because he was worried, Mr. X. promised to spend 300 million VND to ask Thang to "take care of the matter". However, Thang said that the amount was too little and asked for the full amount of 500 million VND. At that time, Mr. X. was in the hospital for treatment so he agreed and was asked by Thang to buy a SIM card, an old phone model for easy communication and to send someone to deliver the money to him.
After receiving the victim's money, Thang used it to pay off his debt from losing football betting.
