Impersonating Hai Duong Provincial Police officers to make fraudulent phone calls

At 3:22 p.m. on October 19, I received a phone call from 0813119610. The caller identified himself as Lieutenant Pham Nhat Quang, an officer of Department PA 05, Hai Duong Provincial Police. This person said that on August 15, I went to Da Nang to open an account and had unusual transactions, fraudulently appropriating property. Da Nang City Police sent a file to Hai Duong Provincial Police regarding this issue. The subject accurately read my ID card number, date of birth, and place of residence.

I replied that I did not go to Da Nang that day and did not have any transactions related to the bank. The subject requested that before 5:00 p.m. on October 19, I must immediately go to Hai Duong Provincial Police, at 116 Nguyen Luong Bang, to receive a letter of introduction and go to Da Nang immediately to work. If I did not come as scheduled, the case would be transferred to the Da Nang People's Court for prosecution.

When I said I would go to Hai Duong Provincial Police to work on this matter, the subject offered to help by handling it over the phone. At the same time, he would connect me to Da Nang City Police so I could prove that I was not involved in any illegal transactions...

To better understand the scam, I patiently listened for 15 minutes and 22 seconds. Finally, the subject threatened me, asking me to declare the amount of money in the account and transfer it to an account provided by the subject. I said that the Hai Duong Provincial Police is on Ho Chi Minh Boulevard, not on Nguyen Luong Bang Street. On Nguyen Luong Bang Street is the police barracks, but it is not at 116 but at 106. The subject immediately cursed and hung up.

After that, I called number 156 of the Ministry of Information and Communications, which specializes in receiving complaints about spam calls and calls with signs of fraud, to request that this number be blocked.
