According to the Ministry of Education and Training, increasing the ratio of academic transcript scores aims to comprehensively evaluate students, helping to reduce pressure when average students can also graduate.

The high school graduation exam regulations issued by the Ministry of Education and Training on December 24 have many new points, in which the weight of the student's report card score in grades 10, 11 and 12 is 50%, the rest is the graduation exam score.

Previously, the transcript results accounted for 30% and only used grade 12 scores; the remaining 70% was based on graduation exam scores.

This change in the context of academic scores has made the public and many experts skeptical, because they believe that testing and evaluation in schools and localities are uneven.

On the afternoon of December 25, Professor Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said that this change is based on practice and scientific basis, with three specific reasons.

Firstly, the proportion of school report cards increased from 30 to 50%, using both grades 10 and 11 instead of just grade 12, will help evaluate students more comprehensively. Students must focus on studying right from the first year of high school. This is also consistent with the assessment of learners' abilities according to the orientation of the 2018 general education program, because it takes a long time to evaluate.

Second, increasing the ratio of academic transcript scores will help candidates reduce pressure in the high school graduation exam, and those with average scores can also graduate.

Finally, this facilitates the Ministry of Education and Training to develop exams with higher differentiation, from which universities use graduation exam scores for admission. On this point, Mr. Chuong did not give more details.

"The goal of the exam is to use the results to both consider graduation recognition and evaluate the teaching and learning process, and to allow universities and vocational training institutions to use them for admission in a spirit of autonomy," said Mr. Chuong. "This helps reduce pressure and costs for society and creates fairness for candidates."

Talking about the high school graduation exam from 2025, Mr. Chuong said that the exam will not only test knowledge but focus more on assessing the ability to apply knowledge into practice.

Accordingly, many questions present real-life situations in science and society, helping candidates clearly see the connection between the knowledge they have learned and the world around them.

The ratio of questions at the thinking levels of Knowing, Understanding, and Applying is 4:3:3. According to Mr. Chuong, the number of Knowing and Understanding questions accounting for about 70% will be inclined towards the purpose of graduation, while the ratio of Understanding and Applying about 60% has a differentiating effect, serving the purpose of admission.

Another new point is that the literature exam can use materials other than textbooks. This helps assess students' ability to read, understand and perceive texts in real-life situations, avoiding rote learning or mechanical memorization. Materials can include passages, poems, or situations related to current events and social life.

2025 is the year when the first batch of students under the new general education program (2018 program) will take their graduation exam.

The 2025 high school graduation exam is scheduled to take place on June 26-27. Candidates will take two compulsory subjects, math and literature, and two optional subjects. Universities are encouraged to use these exam scores for admission purposes.

Mr. Chuong said that the newly issued high school graduation exam regulations will remain stable for many years.
