Teachers' salaries are expected to be around 4.9-15.87 million VND/month from July 1 depending on the level of education, 1.13-3.67 million higher than the old level, excluding allowances.
Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers, Ministry of Education and Training, said on June 25 that teachers' salaries still include salary and allowances as at present.
In which, the fixed salary is calculated according to the new basic salary level, expected to be 2.34 million VND according to the Government's proposal, instead of 1.8 million.
Grade III preschool teachers are the lowest paid group, from about 4.9 to more than 11.4 million VND per month, depending on the level. This level is about 1.1-2.6 million VND higher than the current level.
Primary, secondary and high school teachers of grade I receive the highest salary. Of which, those with a salary coefficient of 6.78 receive a salary of nearly 16 million VND per month, about 3.7 million higher than the current salary.

According to the resolution on salary reform, there are 9 new types of allowances such as allowances for concurrent positions, seniority beyond the framework, job responsibility, career incentives... However, from July 1, the conditions are not yet met, so the Government proposes to keep them as they are.
For teachers, depending on their position and workplace, each person can receive one or several allowances: seniority allowance (5% after 5 years of work, 1% added each year), career incentives (25-50%), position allowance, seniority allowance beyond the framework, special allowances for teachers who are artisans, teachers of the disabled, teachers working in areas with especially difficult conditions.
The draft Law on Teachers, which is being consulted, clearly states that teachers' salary policy, including salary and allowances, is given the highest priority in the administrative career salary scale.
According to regulations, teachers are divided into three grades I, II, III, of which grade I is the highest. Each grade has many salary levels, usually every three years of work, teachers are increased by one grade.
The country is currently short of more than 100,000 teachers but is having difficulty recruiting them, about half of them at the preschool level. One of the reasons, according to the Ministry of Education and Training, is that salaries are not commensurate with the effort. Therefore, the ministry has repeatedly proposed increasing salaries and preferential allowances for teachers, especially at this level.
