The land auctioned to implement the investment project to build a theme park combined with housing in Phu Ly City (Ha Nam) has a total area of over 26 hectares, with a starting price of over 265 billion VND.
The Center for Data Information and Land Fund Development of Ha Nam province has just announced the selection of an asset auction organization to conduct the auction of land use rights and land plots to implement the Project of investing in the construction of a theme park combined with housing in Phu Ly city.
The land has a total area of over 26 hectares. Of which, the area for auctioning land use rights is 21.7 hectares (including 23,565.5 square meters of residential land; the theme park land is 193,725 square meters).
The land area not auctioned for land use rights is 43,216.5 m2 (including nearly 6,000 m2 of social housing land; the rest is cultural house land; green land; technical infrastructure land; parking land; traffic land).
The total starting price for the auction of land use rights and land lease with annual land rent payment is over 265.4 billion VND. Of which, the starting price for the auction of land use rights for residential land lots is over 253.1 billion VND. The starting price for the auction of land use rights for land lease with annual land rent payment for the theme park land is nearly 12.3 billion VND/year.
The land has been cleared and there is no property on the land.
Regarding the form of land allocation, land lease, and land use term, for the new residential land (construction of adjacent houses) with an area of 23,565.5 m2, land allocation is subject to land use fee collection through the form of land use rights auction. The land use term is 50 years, from the date of the decision to recognize the winning auction results of land use rights; home buyers are entitled to stable and long-term use.
Land allocation with land use fee collection without auction of land use rights for social housing land to the investor who wins the project auction with an area of nearly 6,000m2. Land use term is 50 years, from the date of decision to recognize the auction result of land use rights; social housing buyers are entitled to stable and long-term use.
Assign to the investor who wins the project auction more than 37,000m2 of land without collecting land use fees for land to build technical infrastructure works (including infrastructure in the area surrounding social housing, townhouses), auxiliary works (roads, trees, parking lots, water supply and drainage, electricity supply, etc.), cultural houses.
The winning investor shall carry out leveling and invest in construction of items and works to ensure synchronous infrastructure of the entire project area according to the planning.
After completing the investment, the investor will hand over to the People's Committee of Phu Ly City and functional units for management according to regulations.
For theme parks that lease land and pay annual land rent through land use rights auctions, the land use term is 50 years from the date of the decision to recognize the results of the land use rights auction. The unit price for the land use rights auction is stable for a period of 10 years.
After the stabilization period, the land rental price will be adjusted according to the land rental collection policy for cases of land lease with annual land rental payment not through auction.
Last April, the People's Committee of Ha Nam province approved the detailed planning at a scale of 1/500 for the Theme Park combined with housing in Phu Ly city.
According to the approved decision, the project has a scale of about 26 hectares, of which the theme park is nearly 19.4 hectares; the residential area is more than 6.6 hectares.
The Eastern residential area includes public works, low-rise residential areas planned as 5-storey townhouses, social housing areas in the form of 5-storey concentrated apartment buildings...
