On the evening of November 23, Vinh Phuc Provincial Police announced that Vinh Tuong District Police had prosecuted and temporarily detained Phung Thi Son (born in 1987, residing in Vinh Son Commune, Vinh Tuong District) for involuntary manslaughter.
According to the investigation, at around 7:45 p.m. on November 20, in village 3, Vinh Son commune, an incident occurred in which PDM (born in 2019) was bitten by two German Shepherd dogs belonging to the defendant Phung Thi Son (a neighbor), resulting in serious injuries.
Immediately afterwards, the victim was taken by his family to Vinh Tuong District Medical Center for emergency treatment, but due to severe injuries, M. died.
