Urgently synthesize the number of redundant officials and civil servants to resolve policies

Minister of Home Affairs Pham Thi Thanh Tra suggested that localities compile a list of redundant officials and civil servants. If they quit immediately within 12 months, they will receive a large sum of money to ensure they are ready and qualified to find new jobs.

On the morning of August 22, answering questions at the 36th Session of the National Assembly Standing Committee on the settlement of support policies for cadres, civil servants, public employees, and non-professional workers at the commune level when implementing the severance regime due to the rearrangement of commune-level administrative units, mentioned by delegate Trinh Minh Binh (Vinh Long), Minister of Home Affairs Pham Thi Thanh Tra said that localities that do not balance their own budgets should synthesize them for the ministry to report to the Government to allocate budget for payment.

According to the minister, in the 2023-2025 period, it is expected to rearrange 47 district-level administrative units, reducing 13 units; 1,247 commune-level administrative units, reducing 624 commune-level administrative units.

Accordingly, the estimated number of redundant cadres and civil servants is 21,800, of which 1,200 are redundant at the district level, 13,100 at the commune level and 7,500 are non-professional cadres at the commune level. The settlement of this surplus cadres and civil servants will be carried out within 5 years, and by 2030, this number must be completely resolved.

To carry out this task, the Ministry of Home Affairs has advised the Government to issue Decree 29/2023/ND-CP regulating staff streamlining, which sets aside a portion for arranging redundant cadres and civil servants when arranging administrative units at district and commune levels.

Up to now, 46/54 localities have issued policies to support redundant cadres, civil servants, and non-professional workers at the commune level due to administrative unit rearrangement.

"The funding source for localities to resolve this surplus policy regime is very large. For localities that balance their own budgets, they must balance and arrange their own funding sources to arrange surplus staff according to the Government's decrees as well as the resolutions of their provincial People's Councils.

As for localities that cannot balance their own budgets, we will compile them and report to the Government to allocate budget to pay for the funding source to resolve staff streamlining, including implementing the surplus policy for cadres, civil servants, and non-professional workers at district and commune levels," said Minister Pham Thi Thanh Tra.

She suggested that localities urgently synthesize to resolve the issue. If they quit immediately within 12 months, they will receive a large sum of money to ensure that redundant officials and civil servants are ready and qualified to find new jobs.

Regarding the question of delegate Leo Thi Lich (Bac Giang) about the results of attracting excellent and excellent graduates, the head of the internal affairs sector said that Resolution 26-NQ/TW of the 12th Central Executive Committee clearly stated the strategy for developing cadres, especially attracting excellent students and talented people to the public sector.

The Politburo also issued Conclusion No. 86-KL/TW and the Government issued Decree No. 140/2017/ND-CP on policies to attract and create a source of cadres from excellent graduates and young scientists. By 2021, the country has attracted 2,891 excellent students and young scientists, of which 1,100 are at the central level and the remaining 1,791 are at the local level.

To materialize the spirit of Conclusion 86 of the Politburo, localities have developed specific policies to attract excellent students and talented people to the public sector. After Decree 140/ND-CP was issued, in 2022-2023 alone, the whole country attracted 584 people, of which 170 were from the central government and 414 were from localities.

"However, compared to the desire and requirement to attract excellent students and talented people to the public sector, the demand is very large, but the reality is still difficult. Therefore, the Ministry of Home Affairs is currently advising, on the basis of the Prime Minister's Strategy 899 on attracting talented people to the public sector until 2030, to concretize it into a decree on attracting and employing talented people in the public sector.

We are currently finalizing, including integrating Decree 140 to create more space for attracting excellent students, young scientists, as well as talented people into the public sector.
