After implementing the arrangement of commune-level administrative units, Hai Duong has a surplus of 195 part-time workers.

In the period of 2023 - 2025, Hai Duong province has 56 commune-level administrative units in 10 districts, towns and cities implementing the arrangement (Chi Linh city and Thanh Mien district do not have any commune-level units implementing the arrangement in this period).
According to the Project on rearranging commune-level administrative units in the 2023-2025 period of localities, the total number of non-professional workers in administrative units implementing the rearrangement is 540 people.
After the reorganization, the new administrative units are expected to have 345 people, with 195 surplus non-professional staff.
To resolve the surplus of non-professional workers after the rearrangement, localities plan to mobilize and persuade cases of resignation to implement support policies according to the provisions of Decree No. 29/2023/ND-CP dated June 3, 2023, Resolution No. 25/2023/NQ-HDND dated December 8, 2023 and supplement them to other suitable positions.
It is expected that in 2025, 20 people will be arranged to be reduced. In 2026, 2027, 2028, 40 people will be arranged to be reduced each year; in 2029, the remaining 55 people will be arranged to be reduced.
