Urgently complete the draft project to build national standard schools

Comrade Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular July meeting of the Provincial People's Committee.

The meeting reviewed the contents of the project proposal to improve the quality of building national standard schools at all levels in the province for the period 2022-2025, with a vision to 2030; proposed investment policies or plans for management and exploitation of public transport routes through industrial parks and clusters; and a proposal on promulgating regulations on managing industrial clusters in the province.

Concluding the draft project to improve the quality of building schools that meet national standards, Chairman of the Provincial People's Committee Trieu The Hung basically agreed with the name, layout, and content of the draft. He requested the Department of Education and Training to promptly evaluate and review the projects that have been done on this content to see the current status, implementation effectiveness, and what has been inherited in order to implement the new project more effectively and with better quality. The authorities should promptly organize inspections of the financial and educational fields for educational institutions related to the implementation of previous projects to gain experience. The Department of Education and Training needs to seriously absorb the opinions to edit and complete the project so that it can be approved and implemented as soon as possible. In particular, it is necessary to focus on considering options to balance resources, specific investment items, etc.

According to the draft project, in the 2022-2025 period, the province will build a total of 70 national standard schools at all levels and grades. The set target is that 70% of preschools will meet the standards, of which 15% will meet level 2 standards; 98.7% of primary schools will meet the standards, of which 15% will meet level 2 standards; 95% of secondary schools, primary schools and inter-level secondary schools will meet the standards, of which 15% will meet level 2 standards; 80% of high schools will meet the standards, of which 20% will meet level 2 standards.

Concluding on the content of the investment policy or management and exploitation plan for public transport routes through industrial parks and clusters, Chairman of the Provincial People's Committee Trieu The Hung affirmed that this is a correct and urgent policy that needs to be implemented soon. The Department of Planning and Investment accepted all opinions of the delegates; urgently coordinated with the Departments of Construction, Transport, Finance, Justice, Natural Resources and Environment and a number of related units to develop a plan, which must be implemented in accordance with legal regulations and in accordance with the reality of each case. In particular, focusing on the direction of having to agree and reach an agreement with investors of industrial parks and clusters from the time of planning; considering the legality of the investment, maintenance and repair mechanisms of state agencies for the routes; advising on the most effective solution for each case, and not strictly regulating the level of investment coordination of the parties.

Affirming the need for regulations on managing industrial clusters in the province, Chairman of the Provincial People's Committee Trieu The Hung assigned the Department of Industry and Trade, relevant departments, branches, and district-level People's Committees to review and develop regulations in accordance with legal regulations, especially for industrial clusters without investors; when issued, regulations must avoid overlapping with other documents.

At the end of the meeting, Chairman of the Provincial People's Committee Trieu The Hung requested all levels and sectors to focus on strictly implementing the directions of the Central and the province on natural disaster prevention, search and rescue; identifying natural disaster prevention as the responsibility of the entire political system, especially the heads of agencies and units. Units should proactively develop plans and solutions for natural disaster prevention, search and rescue in accordance with actual conditions, especially protecting key projects. Chairmen of the People's Committees of districts, towns and cities need to directly inspect and examine rivers, dikes and key areas. Localities should strictly organize patrols and dike guards, promptly handle and ensure safety for dikes; strengthen the Command Committees for natural disaster prevention, search and rescue at all levels...
