The Ministry of Finance has just issued Circular 48/2022/TT-BTC dated August 3 on collection rates, collection, payment, management and use of fees for exploiting and using information in the National Population Database (NDB).
According to the provisions of Circular 48, the fee payer is an agency, organization or individual in the case specified in Point c, Clause 2, Article 10 of the Law on Citizen Identification that requests to exploit and use information in the National Identification Database and is provided with information by the competent National Identification Database management agency in accordance with the provisions of law.
Fee collection organizations include: Department of Administrative Police for Social Order Management (Ministry of Public Security), Department of Administrative Police for Social Order Management of Provincial Police, District Police and Commune Police.
In addition, this Circular also stipulates the fees for verifying citizen information and exploiting information results such as: Verifying citizen information by SMS, electronic documents, paper documents (product SPDC01); SMS messages replying to information results requested for exploitation (product SPDC02); Electronic documents replying to information results requested for exploitation via the public service portal (product SPDC03); Electronic documents replying to information results requested for exploitation via software applications (product SPDC04) and paper documents replying to information results requested for provision (product SPDC05) all cost 500 VND/information field from September 17, 2022 to December 31, 2023. From January 1, 2024 onwards, the price will be 1,000 VND/information field.
From September 17, 2022 to December 31, 2023: The collection rate is 50% of the fee specified in Section I of the Appendix on fees for exploiting and using information in the National Database of Vietnam issued with this Circular.
From January 1, 2024 onwards: Apply the collection rate according to the fee rate specified in Section I of the Appendix on fees for exploiting and using information in the National Database of Vietnam issued with this Circular.
Fee for exploiting statistical results; fee for exploiting statistical and analytical results; fee for exploiting statistical, analytical and forecasting results: apply the collection rate according to the fee rate specified in the Appendix on fees for exploiting and using information in the National Database of Vietnam issued with this Circular.
This Circular takes effect from September 17, 2022.
