Hai Phong and Da Nang stop construction of 2 district-level headquarters

The Management Board of Vinh Bao District Construction Investment Project, Hai Phong City has just announced the temporary suspension of the project to build the headquarters of the People's Council and People's Committee of the district. The reason is that the continued implementation of the project no longer ensures the initial investment target, due to changes in the administrative apparatus organization.

The project to build the headquarters of the People's Council and People's Committee of Vinh Bao district was approved by the People's Council in November 2023 and by the People's Committee in June 2024. The project has a total investment of more than 163.5 billion VND from the city's public investment capital allocated to the district. The project has a scale of 7 floors above ground, one ground floor, with a total construction floor area of ​​about 6,400 m2.

Before the announcement of the temporary suspension of construction, the contractor had demolished some items such as the old 3-storey house, surrounding railings, sports hall, partially filled in the lake and completed 8/38 piles. The estimated completed construction volume reached 4%, and the contract payment and advance payment was over 42 billion VND.

In Da Nang, Chairman of the City People's Committee Le Trung Chinh has just signed a decision to temporarily suspend the implementation of works, projects, repairs, upgrading of headquarters and asset purchases at agencies and administrative units at district and commune levels, except for health and education. The suspension period will last until further instructions are issued.

Agencies must preserve assets, review implementation progress and report to the Department of Finance and the Department of Construction before March 15. The above decision is implemented according to the policy of the Da Nang City Party Committee to save and avoid budget waste in the context of streamlining the administrative apparatus.

In order to implement the above decision, the city government stopped the construction of the Hai Chau District Political - Administrative Center headquarters on Tran Phu Street. This project was approved in November 2024, with an investment of more than 420 billion VND, a scale of 5 floors, a construction area of ​​2,630 m2, a total floor area of ​​15,040 m2, but has not yet started construction.

Hai Chau is the central district of Da Nang City. Since August 2023, the Hai Chau District Administrative Center has moved to 183A Phan Dang Luu Street (borrowed from Da Nang City Police) for civil servants and public employees to temporarily work in order to prepare the site for the construction of a new headquarters.

On February 28, the Politburo and the Secretariat issued Conclusion 127, assigning the Government Party Committee to coordinate with the Central Organization Committee, the National Assembly Party Committee, the Vietnam Fatherland Front Party Committee, central mass organizations and relevant agencies to direct research, develop a project, and submit to the Politburo on merging a number of provincial-level administrative units, not organizing at the district level; continue to merge commune-level administrative units.

The Government Party Committee was assigned to quickly ask the Politburo and the Secretariat for approval on the provincial merger project before March 9, complete the project after receiving comments, send it to relevant parties for comments before March 12, complete the project after receiving comments, report to the Politburo and the Secretariat before March 27 and submit it to the Central Executive Committee before April 7.
