The regulation of this fee level aims to encourage people and businesses to participate in online public services in the province, and to increase the exploitation and effective use of online public services.

On the morning of June 19, comrade Luu Van Ban, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Hai Duong Provincial People's Committee chaired the regular meeting of June (5th time) to review and discuss a number of contents of the report and submission of the Department of Finance.
At the meeting, members of the Provincial People's Committee listened to and discussed a number of contents of the Department of Finance's submission on the Regulation on fee collection levels for online public service provision activities in Hai Duong province; amending, supplementing and abolishing a number of contents on collection levels, collection, payment, management and use of a number of fees and charges prescribed in a number of Resolutions of the Hai Duong Provincial People's Council (issued in 2016, 2018, 2020 and 2022) and the submission on specific price regulations for irrigation public services and products in 2023 in Hai Duong.
After listening to the comments and suggestions, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, concluded that the Provincial People's Committee basically agreed with the content and name of the proposal. The regulation of this fee collection level aims to encourage people and businesses to participate in online public services in the province, increase the exploitation and effective use of online public services. At the same time, it ensures the consistency of the collection level, collection, payment, management and use of fees, contributing to improving the investment and business environment. Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, requested the Department of Finance to adjust and clarify the scope and beneficiaries of services in the provision of online public services in Hai Duong. The implementation start date is agreed from August 1, 2023, without specifying the end date for the regulation of fee collection levels for the provision of online public services in Hai Duong province.
According to the content of the submission of the Department of Finance, the proposed fee collection rate for online public service provision activities is equal to 50% of the fee collection rate according to current regulations in the Resolutions of the Hai Duong Provincial People's Council for 5 online public service provision activities, including: Granting construction permits, granting permits for foreign workers to work in Vietnam, household registration, business registration and granting certificates of land use rights, home ownership rights, and assets attached to land for the first time. Other contents on collection, payment, management and use of fees not specified in this Resolution shall be implemented according to the provisions of the Law on Fees and Charges and current regulations...
Also at this meeting, the Standing Vice Chairman of the Provincial People's Committee concluded that the Provincial People's Committee basically agreed with the remaining two contents of the submission of the Department of Finance. The Department of Finance was assigned to receive comments and coordinate with relevant units to complete the content of the submission to report at the next session of the Provincial People's Council to promptly, synchronously, uniformly and effectively implement the State's policies and regimes in the province and enhance the responsibility and obligations of all agencies, organizations and individuals regarding the payment of fees and charges. Regarding the content of specific price regulations for irrigation public services and products in 2023 in Hai Duong province, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban directed the Department of Agriculture and Rural Development to report to the Ministry of Agriculture and Rural Development on the shortcomings in the specific price regulations for irrigation public services and products in the locality, and recommended that the Government soon have solutions to overcome the price of irrigation public services and fees that are no longer suitable to the reality in the localities.
