Hai Duong considers adjusting the project to build commune-level police headquarters

Considering adjusting the project to build commune-level police headquarters was one of the contents at the regular June meeting (second time) of the Hai Duong Provincial People's Committee held on the morning of June 9.

Regarding this content, the Standing Vice Chairman of the Provincial People's Committee, Luu Van Ban, requested agencies and units to review and study the regulations and actual situation to consider adjusting the "Project on investing in the construction of commune-level police headquarters in Hai Duong province for the period 2021-2030". The Department of Planning and Investment urgently guides localities on the procedures for investing in police headquarters according to public investment regulations. Advise on immediate capital allocation for eligible projects. The Department of Finance completes the plan for handling public assets, facilitating the implementation of the construction of police headquarters at the location of the old headquarters of agencies and units. For old headquarters managed by the Central Government, advise the Provincial People's Committee to seek the opinion of the Ministry of Finance. The Department of Natural Resources and Environment continues to review the land fund eligible for headquarters construction, and coordinates to advise when there are problems related to land. The provincial police take the lead and coordinate with localities and units to speed up the construction of commune-level police headquarters. Places that have not yet started construction must arrange workplaces that meet the requirements of the police force.

According to the report of the Department of Planning and Investment, implementing the "Project on investing in the construction of commune-level police headquarters in Hai Duong province in the period of 2021-2025", up to now, all commune-level police units have identified land locations for construction. 43 out of 235 headquarters have completed investment and construction, 22 headquarters are under construction, the rest have not been built. Among the headquarters that have not been built, 25 have had their investment policies approved, and 11 have had their technical and economic reports approved.

The implementation of the project encountered some difficulties and problems in planning, site clearance, use of facilities and resources. Although the construction location was determined to be consistent with the local master plan, some locations were not included in the land use plan until 2030 and the land use plan for 2023. Therefore, there was not enough basis to carry out land acquisition and site clearance procedures to implement the project. Site clearance and land handover were still stuck when households had not agreed on the compensation plan and land prices had not been determined. Some headquarters were located on land with old headquarters of other agencies and units in the area without a plan to arrange and handle real estate. According to the approved project, some commune-level police headquarters were newly built, but the locality was subject to merger, and if built, it would be wasteful. The medium-term public investment plan has allocated sufficient capital to implement the project according to the approved support mechanism. The capital allocated for 2023 is 130.5 billion VND, but so far there has been no detailed allocation because localities have not yet decided on investment policies and have not clearly defined the scale and structure of investment capital sources according to each budget level.
