Hai Duong Provincial People's Committee proposed to increase nearly 5.7 billion VND/year, expand the recipients of social assistance centers to pay attention to vulnerable people.
On the afternoon of May 27, the Culture and Social Affairs Committee of the Hai Duong Provincial People's Council worked with the Department of Labor, War Invalids and Social Affairs and related units on the submission and draft resolution on receiving a number of subjects for care and nurturing at social assistance facilities under the department. This content is expected to be considered at the 22nd Session of the Hai Duong Provincial People's Council (special session) taking place on the morning of May 30.
According to the report of Hai Duong Provincial People's Committee, 4 groups of subjects are proposed to be added to be received for care and nurturing at social assistance facilities.
The budget is expected to increase this year when receiving more subjects at the Provincial Social Protection Center and the Hai Duong Center for Mental Health Care for Meritorious People and Society, which is more than 3.4 billion VND (162 subjects). When the Hai Duong Provincial Social Protection Center is newly built, it will receive 156 more subjects; the above 2 centers will receive 275 more people, which is nearly 5.7 billion VND/year.
Group 1 is children under 16 years old who are orphaned by one parent and the other parent is receiving social assistance policies for social protection beneficiaries in the community and is unable to support them.
Group 2 is people who are 16 years of age or older but are studying in high school, vocational school, professional high school, college, or first-degree university until they finish their studies but are not over 24 years old.
Group 3 is people with severe disabilities in 2 cases. Case 1 belongs to a household with 2 or more severely disabled people. Case 2 has no father, mother, or wife (husband) but is divorced or dead, missing, severely disabled or more, and is receiving monthly social benefits...
Group 4 is the elderly aged 80 years or older from poor households, without pension or allowance, without spouse or children, or with spouse or children who are dead, missing or receiving monthly social benefits in the community.
The policy aims to show concern for some vulnerable groups in society and to better ensure social security in the province.
Concluding the meeting, Comrade Nguyen Thi Huong, Head of the Culture - Social Committee of the Hai Duong Provincial People's Council, basically agreed with the 4 groups of subjects. Comrade Nguyen Thi Huong suggested that the Department of Labor, War Invalids and Social Affairs be more proactive in reporting, advising, and reviewing the number to avoid omissions, ensuring the maximum number of subjects are admitted for care and nurturing at the centers...
