On May 23, 2023, the People's Committee of Hai Duong province issued a plan to implement the Action Program on green energy conversion, reducing carbon and methane emissions in the transport sector. In particular, Hai Duong identified green energy conversion as the most basic and important task in the process of implementing the green growth target. With the goal of developing a green transport system towards the goal of net greenhouse gas emissions of "0" by 2050, the plan is built according to a roadmap of 2 phases: from 2022-2030 and from 2031-2050, including 4 areas: roads, railways, inland waterways and urban transport.

Specifically on roads, in the period of 2022 - 2030, promote the conversion of electric road motor vehicles; expand the mixing and use of 100% E5 gasoline for road motor vehicles. Develop electric charging infrastructure to meet the needs of people and businesses. Encourage new and existing bus stations and rest stops to convert to green criteria. By 2040, gradually limit and stop the use of cars, motorbikes, and scooters using fossil fuels for use in the province. By 2050, all road motor vehicles and construction motorbikes participating in traffic will convert to using electricity and green energy, all bus stations and rest stops will meet green criteria...

Regarding railways, encourage the conversion of loading and unloading equipment at stations to equipment using electricity and green energy. Regarding inland waterways, in the period of 2022 - 2030, encourage investment in building new, importing, and converting inland waterway vehicles using fossil fuels to using electricity and green energy. From 2040, 100% of newly built inland waterway vehicles will use electricity and green energy, and all newly built inland waterway ports will apply green port criteria.

Regarding urban transport, from 2025, all buses will be replaced or newly invested in using electricity and green energy. Strive for the proportion of public passenger transport to reach 5%. From 2030, strive for the proportion of vehicles using electricity and green energy to reach at least 50%; 100% of taxis will be replaced or newly invested in using electricity and green energy...

To gradually realize the goal of green transportation, Hai Duong's transport sector has implemented many tasks. From 2012 to the end of 2022, the sector has organized the planting of nearly 94,400 trees on both sides of provincial roads to create shade, green landscape, help purify the air, and reduce environmental pollution.

During the construction of traffic works, the transportation industry applies environmentally friendly materials such as composite materials, using precast concrete components by mixing concrete directly at the construction site... In addition, replacing the traffic lighting system from incandescent lamps with LED lights, smart lighting helps save electricity and is environmentally friendly.

From October 26, GSM Green and Smart Mobility Joint Stock Company officially launched the SM green taxi service in Hai Duong with 95 VF5 and VFe34 cars. Hai Duong is the 19th province in the country to deploy this service. The presence of SM Green Taxi brings a civilized way of traveling by electric taxi, no noise, no smell of gasoline, no emissions, minimizing harm to the health of users and being environmentally friendly.

In addition, from the beginning of October, Wuling Hongguang mini electric car (of China) The world's best-selling car is also available in Hai Duong and there are Hai Duong customers who have bought the car.

Electric charging stations are also increasingly installed in Hai Duong. According to data compiled from VinFast Binh Bao Minh Showroom (Ngo Quyen, Hai Duong City) updated to October 13, the whole province currently has 20 VinFast electric car charging stations in operation. Of which, Hai Duong City has the most with 7 stations, 31 charging ports; ranked second is Chi Linh City with 5 stations, 15 charging ports; Kinh Mon town and Kim Thanh, Nam Sach, Tu Ky, Cam Giang, Thanh Ha districts each have 1 charging station. It is expected that by the end of 2023, VinFast will put into operation 14 more charging stations in Hai Duong City, Chi Linh City, Kinh Mon town, Kim Thanh, Gia Loc, Nam Sach, Tu Ky, Binh Giang, Ninh Giang districts.

In fact, most of the means of transport in Hai Duong are still using diesel engines. Since the Covid-19 pandemic, the passenger transport industry has faced many difficulties, many businesses are losing money and are at risk of bankruptcy, so switching to electric buses is not a simple matter.

To do this, it is necessary to specify policy solutions; convert vehicles, green energy; develop infrastructure of bus stations, rest stops, electric charging stations, etc. so that people and businesses do not hesitate to switch to green transportation, especially those operating in the field of public passenger transport.
