According to the Resolution of the National Assembly Standing Committee, after the arrangement, Hai Duong province has 207 commune-level administrative units, including 151 communes, 46 wards, and 10 towns.
On behalf of the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man has just signed and issued Resolution No. 1250/NQ-UBTVQH of the National Assembly Standing Committee on the arrangement of commune-level administrative units in Hai Duong province for the period 2023-2025.
Accordingly, in the 2023-2025 period, the whole province will arrange 57 commune-level administrative units into 29 units (28 units formed after the arrangement and 1 unit with adjusted administrative boundaries).
After the arrangement of commune-level administrative units, Hai Duong province has 12 district-level administrative units (9 districts, 1 town, 2 cities); 207 commune-level administrative units (151 communes, 46 wards, 10 towns).
Specifically: Hai Duong city has 24 wards and communes; Kinh Mon town has 22 wards and communes; Binh Giang district has 15 communes and towns; Thanh Ha district has 16 communes and towns; Cam Giang district has 15 communes and towns; Kim Thanh has 14 communes and towns; Ninh Giang has 16 communes and towns; Tu Ky has 20 communes and towns; Nam Sach has 15 communes and towns; Gia Loc has 14 communes and towns. Chi Linh city and Thanh Mien keep the current number of commune-level administrative units because there are no localities that need to be rearranged in the 2023-2025 period.
The Resolution takes effect from December 1, 2024.
The National Assembly Standing Committee also issued resolutions on the arrangement and establishment of administrative units of the following provinces and cities: Ba Ria - Vung Tau, Bac Lieu, Bac Ninh, Ben Tre, Binh Dinh, Binh Thuan, Ca Mau, Da Nang, Hai Phong, Hung Yen, Kien Giang, Lang Son, Lam Dong, Long An, Quang Binh, Quang Nam, Nghe An, Thai Nguyen, Thanh Hoa and Yen Bai.

29 commune-level administrative units formed after the arrangement in Hai Duong include:
1. Le Thanh Nghi Ward (Hai Duong City) was formed from the merger of Pham Ngu Lao and Le Thanh Nghi wards.
2. Duy Tan Ward (Kinh Mon) was formed by merging Hoanh Son commune into Duy Tan Ward.
3. Thai Minh Commune (Binh Giang) was formed on the basis of merging Binh Minh and Thai Hoc communes.
4. Thanh Ha town is merged with the entire area and population of Thanh Khe commune.
5. Cam Viet Commune (Thanh Ha) was formed from the merger of Cam Che and Viet Hong communes.
6. Thanh Tan Commune (Thanh Ha) was formed from the merger of Thanh Xa and Thanh Thuy communes.
7. Vinh Cuong Commune (Thanh Ha) was formed from the merger of Vinh Lap and Thanh Cuong communes.
8. Cam Giang town (Cam Giang) is merged with the entire area and population of Thach Loi commune.
9. Phuc Dien Commune (Cam Giang) was formed by merging Cam Phuc and Cam Dien communes.
10. Phu Thai town (Kim Thanh) was formed by merging part of the area and population of Kim Xuyen commune into Phu Thai town.
11. Kim Xuyen Commune (Kim Thanh) with a partially reduced area and population (to 8.18 km2 and a population of 9,771 people)
12. Lai Khe commune (Kim Thanh) was formed on the basis of merging Lai Vu and Cong Hoa communes.
13. Vu Dung Commune (Kim Thanh) was established on the basis of merging two communes, Co Dung and Thuong Vu.
14. Hoa Binh Commune (Kim Thanh) was established on the basis of merging two communes, Binh Dan and Lien Hoa.
15. Ninh Giang town is merged with the entire area and population of Dong Tam commune.
16. Kien Phuc Commune (Ninh Giang) was established on the basis of merging two communes, Hong Phuc and Kien Quoc.
17. Duc Phuc Commune (Ninh Giang) was established on the basis of merging Hong Duc and Van Phuc communes.
18. Binh Xuyen Commune (Ninh Giang) was established by merging Dong Xuyen and Ninh Hai communes.
19. Ky Son Commune (Tu Ky) was formed from the merger of Ngoc Son and Tai Son communes.
20. Dan An Commune (Tu Ky) was established from the merger of Dan Chu and Quang Nghiep communes.
21. Lac Phuong Commune (Tu Ky) was established from the merger of Phuong Ky and Cong Lac communes.
22. Nam Sach town is merged with the entire area and population of Nam Hong commune.
23. Tran Phu Commune (Nam Sach) was formed from the merger of Nam Trung and Nam Chinh communes.

25. Quoc Tuan Commune (Nam Sach) was formed from the merger of Thanh Quang and Quoc Tuan communes.
26. Gia Tien Commune (Gia Loc) was formed from the merger of Tan Tien and Gia Luong communes.
27. Gia Phuc Commune (Gia Loc) was formed from the merger of Gia Tan and Gia Khanh communes.
28. Nhat Quang Commune (Gia Loc) was formed from the merger of Dong Quang and Nhat Tan communes.
29. Quang Duc Commune (Gia Loc) was formed from the merger of Quang Minh and Duc Xuong communes.
