On the night of September 5, the Steering Committee for Natural Disaster Prevention and Search and Rescue of Hai Duong province issued telegram No. 06 on focusing on urgent response to storm No. 3 in the province.

According to the forecast of the Hai Duong Province Hydrometeorological Station, due to the impact of storm No. 3, from early morning on September 7, areas in the province will have strong winds of level 5, level 6, then increasing to level 7, level 8, gusting to level 9, level 10. From the night of September 6-9, Hai Duong will have heavy to very heavy rain with common rainfall from 200-350 mm. High disaster risk level (level 3). Storm No. 3 is assessed to have very strong intensity, large impact and unpredictable developments.

To proactively prevent, respond and promptly handle situations caused by storm No. 3, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue requests the Steering Committees of districts, cities, towns, and all levels and sectors to closely monitor forecast information and developments of rain, storms and floods, promptly direct and deploy response work according to level 3 natural disaster risk with the spirit of proactive prevention and response at the highest level. Do not be passive or surprised, ensure safety of life, especially children and vulnerable cases, minimize damage to people's and state's property. Organize a 24/7 standing duty, strictly comply with the reporting regime as prescribed. The Chairman of the District People's Committee, heads of departments, branches, agencies and units are responsible to the Chairman of the Provincial People's Committee if they are subjective, negligent in leadership, direction, slow to deploy response to storms and floods leading to damage to people and property.

The provincial Hydrometeorological Station closely monitors the storm's developments, reports and promptly transmits information to agencies and localities to proactively command and direct response work. The Department of Information and Communications, Hai Duong Newspaper, the provincial Radio and Television Station, and mass media agencies at district, commune and village levels strengthen propaganda about storm developments and response work to all levels, sectors and people.

Localities should propagate and mobilize people to quickly harvest agricultural products that can be harvested with the motto "greener at home than old in the fields" to minimize damage. Organize tree pruning but do not affect the growth and development of trees and ensure the urban landscape. Brace houses, constructions, schools, warehouses, yards, advertising signs, canopies, awnings, high pole structures, high water tanks, etc. When there is a situation where safety is not guaranteed at constructions, vulnerable houses, landslide areas, urgently implement a plan to evacuate people to a safe place. Implement solutions to protect crop and aquatic areas, especially fish cages on rivers, absolutely do not let people stay in fish cage watchtowers when the storm hits.

Hai Duong Electricity One Member Co., Ltd. proactively inspected the electrical system, ensuring power supply to pumping stations serving flood control. The Department of Agriculture and Rural Development and localities reviewed and inspected key areas of dykes, irrigation, and landslides to deploy emergency response from the first hour, ensuring safety for the works. The Provincial Industrial Park Management Board and the District People's Committees requested enterprises in industrial parks and industrial clusters to proactively deploy plans to prevent storms, rain, and flooding.

Enterprises exploiting irrigation works in the province proactively carry out drainage and pumping to drain water. Hai Duong City in particular must pump and drain the maximum amount of buffer water, lower the water level in reservoirs and canals appropriately. The Provincial Military Command and the Provincial Police are ready with forces and means to support localities in responding to the storm, conducting rescue and relief work. The Department of Education and Training closely monitors the storm's developments and proactively lets students stay home from school when the storm makes direct landfall in the province.

Members of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, in coordination with the Head of the District Steering Committee, directly go to key areas to lead, direct, inspect, and urge the work of storm, rain, and flood prevention in the area according to assigned tasks. Localities conduct statistics and assess the damage caused by storms, and propose support to overcome the consequences of storms according to regulations.
