Hai Duong's transport sector is working with localities in the province to take strong measures to clear violations, prevent encroachment on traffic safety corridors, and strictly handle violations.

Provincial Road 390B connects National Highway 5 and Provincial Road 390 through Thanh Ha District, nearly 11 km long, passing through Hong Lac, Viet Hong, Cam Che communes, Thanh Ha town. Many sections pass through densely populated residential areas and traditional markets. In some locations, people place billboards, awnings, and gather construction materials, violating traffic safety corridors.
From April 15 to April 26, the Traffic Safety Committee of Thanh Ha district, local authorities coordinated with the police force, militia, traffic police of the district police, and the provincial traffic inspectorate to clear violations of road traffic safety corridors on provincial roads 390B, 390 and some district roads. The authorities cleared 60 square meters of canopies, awnings, tents, 15 billboards, cleared and trimmed hundreds of trees that obscured visibility; cleared 15 cubic meters of materials and waste occupying the roadway and sidewalk. At each clearing session, leaders of the People's Committees of communes and towns directly participated, promptly directed and resolved arising situations.
Comrade Doan Van Vien, Vice Chairman of Hong Lac Commune People's Committee, said that before the day of the clearance campaign, the locality had intensified propaganda on the loudspeaker system. The commune's departments, branches and organizations had propagated and mobilized their members to comply with traffic laws, not to erect tents, awnings, or billboards, or encroach on the roadside for business or trading, and to voluntarily dismantle constructions that violated the traffic safety corridor. In cases of intentional violations, the locality would resolutely handle and clear them.
Many other localities in the province such as Thanh Mien, Binh Giang, Tu Ky, Kim Thanh, and Kinh Mon town have also simultaneously launched campaigns to clear violations of traffic safety corridors. The remaining localities are developing plans to organize the clearance.
According to the Provincial Traffic Control and Monitoring Center, implementing the plan to clear road traffic safety corridor violations of the Provincial Traffic Safety Committee, localities have developed specific plans and assigned tasks in the spirit of "clear people, clear work". Before proceeding with the clearance, the District Traffic Safety Committee assigned the road management unit and the Commune People's Committee to review and count traffic safety corridor violations and proactively develop handling plans. The clearance will be handed over to the Commune People's Committee to organize management and prevent re-encroachment. At the same time, measures will be taken to inspect, monitor and handle cases of re-encroachment according to regulations.
"Naming and shaming" the violators
Along with the campaign to clear violations of traffic safety corridors, attention has also been paid to the management and protection of road traffic infrastructure. In the first 5 months of 2024, 255 violations of traffic infrastructure regulations were detected in the province, of which 56 cases have been handled and 199 cases are being handled. In 2023, the province handled 155 violations of traffic infrastructure (in 2022, there were only 7 cases).
The Department of Transport has proposed to resolve typical cases with the aim of thoroughly handling violations. For the group of violations of construction works, leveling, and connections by organizations and enterprises in accordance with the planning but lacking procedures according to the provisions of law, investors and project owners will be guided to remove difficulties to complete licensing procedures and license renewals according to regulations. Individuals, organizations and enterprises that illegally construct works, leveling, and connections that are not in accordance with the planning will be resolutely prevented. Groups that violate the construction of works (temporary houses, sheds, roofs, gates, fences, etc.) in the road safety corridor that the Department of Transport discovers and makes a record of will be requested to the People's Committee at the commune level to handle administrative violations according to the provisions of law...
From the beginning of the year to June 5, localities in the province including Thanh Mien, Thanh Ha, Binh Giang, Tu Ky, Kim Thanh, Kinh Mon town have cleared nearly 500 m3 of rock, soil, concrete; 540 m2 of roofs, awnings, tents, temporary shelters; 278 billboards; cleared trees on 46.7 km of roads; 57 market places, mobile water stalls violating traffic safety corridors.
