According to the Department of Home Affairs of Hai Duong province, by the end of February 4, all localities with commune-level administrative units to be reorganized and merged in the 2022-2025 period had completed posting the list of voters to collect opinions on the arrangement of administrative units.

To create consensus among the people, the District People's Committee requires localities to direct units subject to rearrangement and merger to organize voter consultation; fully and seriously disseminate documents of the Central, Provincial and District Governments so that cadres, Party members and people fully understand the policies, purposes, requirements, tasks and implementation plans for rearranging commune-level administrative units.
In the period of 2023 - 2025, the whole province has 57 administrative units to be reorganized (including 33 units subject to compulsory reorganization, 23 adjacent administrative units and 1 unit with partial adjustment). After the reorganization of administrative units, Hai Duong province will reduce 28 units (including 27 communes, 1 ward) from 235 to 207 units (including 151 communes, 46 wards, 10 towns). Chi Linh city and Thanh Mien district do not have any communes or wards to be merged this time.
