At the November Conference, the Standing Committee of Hai Duong Provincial People's Council assessed the implementation of the percentage of land use revenue division among budget levels.
On the afternoon of November 3, the Standing Committee of Hai Duong Provincial People's Council held the November Standing Committee Conference.
Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province chaired the conference. Also attending were comrades of the Standing Committee of the Hai Duong Provincial People's Council, leaders of the Provincial People's Committee, the Provincial Fatherland Front Committee, and a number of departments, branches, sectors and district-level People's Committees.
At the conference, the Standing Committee of the Provincial People's Council assessed the implementation of Resolution No. 05/2021/NQ-HDND dated October 29, 2021 of the Provincial People's Council regulating the percentage of land use fee revenue division among budget levels in the province (Resolution No. 05) and the preparation work for the 18th Session of the 17th Provincial People's Council (special session).
According to the report of the Provincial People's Committee, the implementation of the percentage of land use fee revenue division has ensured the leading role of the provincial budget in regulating and allocating capital for basic construction investment for the provincial and local budget expenditure tasks. Investment capital is used for the right purpose and effectively.
However, difficulties in site clearance, a sluggish real estate market, and the situation of customers winning auctions but not paying land use fees or no (or very few) customers participating in land auctions occurring in many localities have made the land use fee collection plan in 2023 difficult. Districts tend to propose including projects in the district in the province's public investment capital plan or request the province to support 50%, 80% but still propose to increase the rate of regulating land use revenue for the district and commune levels. This makes it difficult to balance the provincial budget and the district and commune budgets.
On the other hand, according to the provisions of the State Budget Law, during the period of budget stabilization, the percentage of revenue division among budget levels will not change. Currently, there is only half of the time left to complete the term of implementing the Party Congress resolution, but the land use fee revenue of the province in the period of 2011-2023 is 13,765 billion VND, reaching only 39% of the total land use fee revenue in the public investment capital plan, of which the provincial budget has only reached 26.5% of the plan. Therefore, the People's Committee of Hai Duong province proposed not to change the rate of land use fee regulation according to Resolution No. 05. Districts, cities and towns should strengthen solutions to complete the task of collecting state budget, focusing on solutions to promote the completion of land use fee collection targets; strengthen the responsibility for state management in public investment management. In his concluding remarks on the assessment of the implementation of Resolution No. 05, Comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, assessed that due to the double negative impact of the economic recession and the sluggish real estate market, the district and commune budget collection was lower than planned. He stated that in 2024, the district and commune budget collection will continue to face many difficulties.
Agreeing with the proposal of not changing the land use revenue division ratio of the Hai Duong Provincial People's Committee, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Le Van Hieu, said that the Standing Committee of the Provincial People's Council agreed to report and request the Provincial Party Committee to consider and direct the budget plan for localities to remove difficulties, including difficulties related to basic construction debt at the commune level and the implementation of a number of works and projects.
