Hanoi to pilot cashless smart parking from April 15

Hanoi City will pilot a cashless smart parking solution from April 15 at eight car parking spots and one motorbike parking spot.

Through working with 3 units providing smart car parking solutions, Hanoi Parking Lot Exploitation One Member Co., Ltd. has completed a project to implement cashless car and motorbike parking fee collection, which has been agreed by Hanoi City and the Department of Transport to be piloted from April 15.

In the first phase, the pilot will be implemented at 8 parking lots on the streets. For cars, it will be implemented on Tran Quang Khai, Ly Thai To, Tran Hung Dao, and Ly Thuong Kiet streets; for motorbikes, it will be implemented on Ba Trieu street, at the parking lot in front of the Central Eye Hospital.

When implemented, these points will be equipped with columns with license plate recognition cameras, automatic payment QR codes, doors or bars that open and close with access barriers.

Regarding toll collection technology, for parking lots (closed premises), Hanoi city allows the use of RFID technology (the technology currently used in automatic non-stop ETC toll collection at toll stations) and artificial intelligence (AI) technology to recognize high-precision license plates to control vehicles entering/exiting parking lots.

For on-street parking, parking attendants will use handheld card readers, RFID technology to identify the Etag tag attached to the vehicle, and license plate recognition technology from vehicle photos.

When applied, vehicle owners can pay quickly and conveniently via their traffic account (VETC wallet) or bank account via card swipe or QR code. This payment also helps to accurately count and monitor vehicles entering and exiting parking lots and points, and parking fees are collected correctly and fully, eliminating overcharging and collecting money without providing documents.

Currently, businesses and parking lots are proactively working with units and service providers to deploy cashless payment applications at their parking lots and locations.

Previously, the Prime Minister chose Hanoi to build a smart city, including applying information technology to serve services and management in the area, gradually reducing cash payments.
