According to the Department of Education and Training, Hai Duong currently has 17 vocational education institutions in operation, including: 7 colleges, 2 intermediate schools, 7 vocational education centers and 1 enterprise participating in vocational education activities.

In recent years, vocational education and continuing education have had many positive changes, but there are still many difficulties and limitations. Many vocational education institutions do not enroll enough students according to the enrollment scale granted. Career guidance and student orientation after junior high school and high school to study vocational education is unlikely to achieve the target in 2025. As in 2024, the rate of junior high school graduates entering vocational training reached 20.55%, and high school graduates entering vocational training reached 13.2%.

According to some education experts, the main reason is that the mentality of valuing degrees is still strong, causing difficulties in career guidance, student classification after graduating from junior high school and high school, and enrollment in vocational education. There are not many policies to create a mechanism for coordinating training and encouraging businesses to use trained workers.

Budgetary resources for vocational education are still limited. Training facilities and equipment are lacking; there are not many policies to attract qualified teachers who meet the requirements for working at vocational education institutions...

In order to gradually remove the "bottleneck" in the stream of vocational students as well as attract students to vocational education, the Provincial People's Council has issued a support policy according to Resolution 35/2024/NQ-HDND dated December 11, 2024, stipulating the policy to support trained workers at vocational education institutions in Hai Duong province. The resolution takes effect from January 1, 2025. This policy will create a boost to attract students to vocational education.

Accordingly, for workers with permanent residence registration in Hai Duong province, who have completed elementary level training or training for less than 3 months, the support level is 2 million VND/person.

For workers with permanent residence registration in Hai Duong province who have completed intermediate and college level training: workers who have completed training in some traditional and specialized arts, some arduous, toxic, dangerous occupations... the support level is 5 million VND/person at intermediate level; 7 million VND/person at college level. Trained workers who are young people who have completed military service, the obligation to join the people's police and study the fields specified in Resolution 35, the support level is 13 million VND/person at intermediate level; 20 million VND/person at college level. Workers who have completed intermediate and college level training and study the fields as prescribed, the support level is 9 million VND/person at intermediate level; 14 million VND/person at college level.

Resolution 35 implementation period is from January 1, 2025 to December 31, 2030.

In addition, relevant departments and branches have been actively implementing the Project "Career education and student orientation in general education for the period 2018 - 2025" in Hai Duong province; Project "Developing human resources to meet production and business requirements, contributing to building Hai Duong into a modern industrial province by 2030".

A representative of the Department of Education and Training said that in order to effectively carry out the work of student orientation, the department has focused on improving the quality of career guidance education for junior high and high school students; the Departments of Education and Training, high schools and junior high schools have actively coordinated with vocational education institutions to implement career guidance programs for students.

Every year, the department has documents assigning units to teach the continuing education program at high school level, including the District Vocational Education - Continuing Education Center, private high schools for colleges and intermediate schools in the province. At the same time, it promotes propaganda, career guidance, and raises people's awareness of vocational education.

In particular, the Department of Education and Training has a policy of adding colleges and intermediate schools in the province to the department's general enrollment management system. This is a favorable condition for students to conveniently register their wishes to study vocational education.

According to the Department of Education and Training, the goal by 2025 is to strive for 20-25% of junior high school graduates to continue studying at Vocational Education - Continuing Education Centers, of which 95% will receive vocational training in parallel with general education; 30-35% of high school graduates will continue studying at vocational education institutions providing intermediate and college training.

To achieve the 2025 target, in the coming time, it is necessary to continue to effectively implement the plans and projects of the Provincial People's Committee. Widely disseminate policies according to Resolution 35 and guide localities to receive and support workers who have been trained at vocational training institutions according to Resolution 35; promote the connection between vocational training institutions and enterprises; diversify forms of information, propaganda, career guidance, and enrollment; effectively implement the emulation movement to build a learning society; improve the operational efficiency of community learning centers, etc.
