Increase income

After nearly 20 years of working in the child-rearing profession, this is the first time Ms. Nguyen Thi Hoan, a teacher at Nguyen Trai Kindergarten (Hai Duong City), has received a large sum of money on the occasion of Lunar New Year.

“In the past, Tet bonuses were a very strange concept, if any, they were just a little encouragement. This year, for the first time receiving a sum of several million VND, all of us teachers are very happy. Especially the increase in the basic salary and the province is continuing to support 1 million VND/month to help us have a much better income,” said Ms. Hoan.

Sharing the joy, Ms. Pham Thi Huyen, Cam Doai Primary School (Cam Giang) happily said that every year there is no such bonus, while some relatives who work as workers but receive the 13th month salary bonus, so she also feels sad. Both husband and wife are teachers, so this Tet, her family has a large amount of Tet money to solve many things, making Tet warmer and happier than before. "I am happy, but a colleague in difficult circumstances, who is being treated for an illness, is 10 times happier," Ms. Huyen said.

“This Tet, I can say it out loud to my husband,” said Nguyen Thi Ly, a teacher at Ninh Giang Town Secondary School. Ly said she received a 7.8 million VND Lunar New Year bonus. This is the first time she has received such a large amount of money for Tet.

Along with teachers across the country, this is also the common joy of tens of thousands of teachers in Hai Duong when the basic salary increases plus bonuses according to Decree 73. The total Tet bonuses of teachers increased much more than last year. Decree 73 has come into effect early, creating more motivation for the teaching staff to continue to contribute.

Consensus, democracy

Up to this point, most schools in the province have calculated their year-end income and expenditure and specified Decree 73 to pay teachers in schools before the Lunar New Year holiday. The amount of money teachers are rewarded according to this resolution is about 4-7 million VND/person. Some schools have even taken money from their savings to give teachers additional bonuses.

Decree 73 is implemented by schools in accordance with regulations, openly, transparently, democratically and creates high consensus in the collective. In particular, cases that are not rewarded according to Decree 73 are flexibly applied by schools to support and share the common joy with everyone.

Like other schools, according to Decree 73, Nguyen Trai Kindergarten gives Tet bonuses to cadres, teachers and employees based on outstanding work achievements and the results of evaluation and classification of the year's task completion level.

Ms. Phan Thi Thanh Giang, Principal of Nguyen Trai Kindergarten, said that the school has 39 staff, teachers and employees, of which 31 people were awarded according to Decree 73 from 3.8 to more than 5 million VND/person. 5 individuals with outstanding achievements were also awarded from 500,000 to 700,000 VND/person. "The payment is made in accordance with regulations, publicly and democratically. For individuals who are not awarded according to Decree 73, we will apply to support each person with 1 million VND," Ms. Giang said.

At Cam Doai Primary School, teacher Hoang Thi Huyen, the school principal, shared: The handbook for implementing Decree 73 is the emulation and reward regulations. Based on the guidance of superiors, the school has developed a year-end reward regulation to ensure objectivity and fairness. The regulation was drafted by the professional department, consulted through the groups, the pedagogical council and received consensus in the group. The school has established 3 levels of classification for civil servants: completing tasks, completing tasks well and completing tasks excellently, with no unexpected cases. With a total of more than 151 million VND granted according to Decree 73, each teacher can receive from 5.4 to 6 million VND.

In addition to the budget allocated under Decree 73, Ninh Giang Town Secondary School also calculated additional savings to reward teachers. Teacher Nguyen Van Thuan, Principal of the school, said that he had early disseminated Decree 73 to staff, teachers and employees. Then, he drafted detailed and specific regulations, and widely consulted the collective by referendum before agreeing on the official regulations. From the two sources of funding under Decree 73 and savings, depending on the level of evaluation and classification of civil servants, each teacher received a bonus of 6.3-7.8 million VND.

This year, the bonus according to Decree 73 is calculated from July 1, 2024. But in 2025, the bonus will double. "Teachers are very excited and hope that this policy will continue to be maintained. This is not only a great encouragement for cadres, teachers and staff to work hard and contribute, but also creates a strong emulation movement so that teachers are more determined to complete their assigned tasks well," said Mr. Thuan.

Mr. Do Duy Hung, Deputy Director of the Department of Education and Training of Hai Duong, said that he had promptly issued a document directing and guiding schools to implement Decree 73 in accordance with regulations, including collecting opinions from all cadres, teachers and employees before issuing the reward regulations. Every year, units must report the implementation results to the department to report to the Provincial People's Committee.

Decree 73/2024/ND-CP of the Government issued at the end of June 2024 stipulates salary levels and bonus regimes for civil servants, public employees and military personnel. In particular, bonuses are calculated based on outstanding achievements and results of annual task completion assessment and classification. The bonus fund is equal to 10% of the total salary fund (excluding allowances). This is the first time that civil servants and public employees have this amount. By the end of January 31 of the following year, if an agency or unit has not used up the bonus fund of the year, it will not be transferred to the bonus fund of the following year.
