The reason is that people are still concerned about the quality of drugs in the health insurance list, so they ask doctors to prescribe drugs with higher standards that are not on the list. People also have increasingly better economic conditions and higher requirements in medical treatment, so they want to use high-standard drugs to support treatment. Doctors want patients to be treated as quickly as possible, so they advise patients to use some drugs outside the list, but the instructions and advice for patients are not clear...

The Director of the Department of Health has proposed a number of solutions to limit the above situation.
