Urgent construction of Vu Cong Dan road

The Vu Cong Dan Road project is a key project to implement the Resolution of the 23rd Hai Duong City Party Congress. The project was approved for detailed planning and investment preparation from 2021, but during the implementation process, it encountered difficulties in land acquisition and investment capital due to the sluggish real estate market. Therefore, the city changed the implementation plan so that the project could be deployed in the field soon.

After adjustment, the project's goal is only to renovate and expand the road, not to implement the planning of commercial land, services, and townhouses along the route with a total investment of 1,042 billion VND. The upgraded and renovated route is 1.62 km long and 33 m wide, passing through the residential areas of Xuan Duong, Thuong Dat, and Tu Thong in Tu Minh ward. The implementation of the project not only removes traffic congestion, enhances regional connectivity between Hai Duong city and Cam Giang and Binh Giang districts, but also creates architectural and landscape highlights for the area.

Although the mechanism has been resolved, the site clearance work for the Vu Cong Dan road project still has many bottlenecks. To implement the project, Hai Duong City must reclaim 115 plots of land in two residential areas of Xuan Duong and Thuong Dat and 74 plots of land in Tu Thong residential area (Tu Minh ward) related to households. Difficulties in reclaiming and compensating for site clearance are due to the fact that households have the same land origin but the regulations at each time of granting land use right certificates regarding the residential land limit are recognized differently. Therefore, households have compared the compensation and support policies, believing that the support level is not appropriate and satisfactory. Some households only recovered part of the land, the remaining part was smaller than the minimum area, not eligible for land division, so they requested permission to sell or give away adjacent households, but these cases were not eligible for resettlement... However, thanks to the flexible implementation of solutions, creating consensus among the people, before Tet Giap Thin 2024, many households dismantled the construction and handed over the land to the investor.

Urgent construction

The Vu Cong Dan road project plays an important role in promoting the socio-economic development of Hai Duong city. Therefore, the city urgently implements the project as soon as all conditions are met. According to the plan, the 1.15 km road through Xuan Duong and Thuong Dat residential areas will be under the same package. However, in order not to affect the project's progress, the city has separated this package and will construct as soon as the site is cleared. The 600 m section from T1 canal connecting Truong Chinh street to the entrance to Tu Minh ward landfill, which is not subject to site clearance, started construction at the end of April 2023 and was completed in August of the same year.

The next section from the landfill entrance to Xuan Thi village gate, 550 m long, has cleared more than 90% of the area, and the construction unit is actively implementing the construction. According to Mr. Ninh Van Trung, Commander of the Vu Cong Dan road project construction site, the joint venture contractor will start construction of this section from December 25, 2023 as soon as the clean site is handed over. Since January 6, the contractor has mobilized human resources and increased machinery to speed up the implementation progress. Currently, the contractor is constructing the drainage system, technical trenches, and Vu Cong Dan roadbed within the area that has completed the site clearance. According to the contract, the unit must complete this section by June 26, but with the current progress, it is expected to complete it ahead of schedule.

In addition to proactively speeding up the construction of the section through Xuan Duong and Thuong Dat residential areas, Hai Duong City agencies and units have also actively implemented site clearance in Tu Thong area to ensure that the project progress is not interrupted. Mr. Tran Tien Quan, acting Chairman of Tu Minh Ward People's Committee, said that the locality has established a propaganda and mobilization team to grasp the thoughts and aspirations and promptly propose solutions to resolve the people's legitimate requests. Thanks to the consensus, many households have complied with the policy, voluntarily demolished the project, and handed over the land right during the Lunar New Year. In the coming time, the ward will continue to coordinate to soon clear the site in Tu Thong area.

According to the Hai Duong City Basic Construction Investment Project Management Board - the project investor, the last section of Vu Cong Dan Street, nearly 500m long, will be started and completed in the fourth quarter of this year, creating a synchronous connection for the entire route. Vu Cong Dan Street is a vital route passing through Dai An Industrial Park, connecting Hai Duong City with Cam Giang and Binh Giang districts. The upgrading and expansion of the road will create momentum for the development of the western part of the city, promoting regional connectivity with neighboring localities.
