Comrade Sai Thi Yen holds the position of Director of the Department of Home Affairs of Hai Duong province.

On the morning of August 10, Comrade Nguyen Minh Hung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee attended the conference to announce and present the decision of the Chairman of the Provincial People's Committee to transfer and appoint cadres for Comrade Sai Thi Yen, Member of the Provincial Party Committee, Secretary of the Town Party Committee, Chairman of the People's Council of Kinh Mon town to work and hold the position of Director of the Department of Home Affairs from August 12, 2023. The appointment period is 5 years.

Vice Chairman of the Provincial People's Committee Nguyen Minh Hung delivered a speech assigning tasks to the new Director of the Department of Home Affairs.

Speaking at the assignment, Vice Chairman of the Provincial People's Committee Nguyen Minh Hung emphasized that the assignment and appointment demonstrated the trust of the provincial leaders and was an opportunity for Comrade Sai Thi Yen to continue to affirm her capacity and courage in her new position. He requested the new Director of the Department of Home Affairs to promptly complete the handover of work, quickly approach, and together with the collective leadership of the Department of Home Affairs advise the province to well perform the tasks related to the department's home affairs work. Continue to promote the sense of responsibility, accumulated experience, constantly innovate and be creative with the collective leadership, cadres and civil servants of the Department of Home Affairs to well complete the assigned tasks.

Director of the Department of Home Affairs Sai Thi Yen needs to promptly and focus on leading and directing the province to issue a plan to reorganize commune-level administrative units for the 2023-2025 period and the 2026-2030 period; effectively implement the Law on Democracy at the Grassroots Level; Decree 33/2023/ND-CP of the Government regulating commune-level cadres, civil servants and non-professional workers at the commune, village and residential group levels. Speaking at the ceremony, Comrade Sai Thi Yen accepted the direction of the Vice Chairman of the Provincial People's Committee; promised to constantly strive, practice, build solidarity, and work with the Department of Home Affairs to successfully complete the assigned tasks.

Comrade Sai Thi Yen was born in 1978 in Nguyen Trai ward (Hai Duong city). She has a bachelor's degree in Sociology, a master's degree in Economic Management, and a senior political theory major. Comrade Sai Thi Yen has held the positions of Deputy Secretary of the Hai Duong Provincial Youth Union and Secretary of the Hai Duong Provincial Youth Union. Comrade Sai Thi Yen joined the Provincial Party Committee since November 2018. From May 2020, she has held the position of Secretary of the Kinh Mon Town Party Committee. From July 2021 to present, she has held the position of Secretary of the Town Party Committee and Chairman of the Kinh Mon Town People's Council.
