The Ministry of Agriculture and Rural Development has just issued a telegram to close another spillway gate at the bottom of Hoa Binh Hydropower Plant at 7:00 a.m. on September 23.
Previously, the Ministry of Agriculture and Rural Development also ordered the closure of a bottom spillway gate of Hoa Binh Hydropower Plant at 1:00 a.m. on September 23.
At 5:00 a.m. on September 23, the upstream water level of Hoa Binh Lake was at 116.79 m, the inflow to the lake was 414 m3/s, and the discharge was 5,658 m3/s.
Implement the provisions in Clause 2, Article 12 of the Inter-reservoir Operation Procedure in the Red River Basin issued under Decision No. 740/QD-TTg dated June 17, 2019 of the Prime Minister; Resolution No. 102/NQ-CP dated June 29, 2024 of the Government on ensuring the direction and operation of natural disaster prevention and control during the period of perfecting the civil defense command and direction agencies at all levels.
The Minister of Agriculture and Rural Development ordered the Director of Hoa Binh Hydropower Company to close another spillway gate at the bottom of Hoa Binh Hydropower Reservoir at 7:00 a.m. on September 23.
The company closely monitors the developments of floods, construction safety, flow to the lake, upstream and downstream water levels of the reservoir, and promptly reports to the Ministry of Agriculture and Rural Development (through the Department of Dike Management and Disaster Prevention) and relevant agencies as prescribed.
Along with that, the Ministry of Agriculture and Rural Development also sent a document to the People's Committees of the provinces and cities: Hoa Binh, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hai Duong, Hai Phong, Hung Yen, Ha Nam, Thai Binh, Nam Dinh, Ninh Binh on ensuring downstream safety when operating the Hoa Binh hydropower reservoir.
Accordingly, to ensure safety for works and riverside activities, the Ministry of Agriculture and Rural Development requests the People's Committees of provinces and cities to: Notify authorities at all levels, people, and organizations operating on rivers and along rivers to take proactive measures to ensure safety and adjust activities accordingly; do not let people go to areas at risk of landslides or construction works under construction to avoid unfortunate losses.
Provinces and cities promptly report unusual situations to the Ministry of Agriculture and Rural Development (through the Department of Dyke Management and Disaster Prevention and Control).
After closing the two bottom spillways above, Hoa Binh hydroelectric reservoir opened one more bottom spillway.
