PCI plus points of Hai Duong

Hai Duong's Provincial Competitiveness Index (PCI) in 2023 ranked 17th nationwide, up 15 places compared to the previous year. The province's PCI ranking also ranked 5th out of 11 provinces and cities in the Red River Delta, up 4 places compared to 2022.

Of the 10 PCI component indicators, Hai Duong has 3 outstanding indicators: market entry, land access, and fair competition. These indicators measure the quality of management, support for newly established enterprises, creating favorable conditions for enterprises in accessing land, maintaining stability in land use, and fairness of the government towards enterprises.

Facilitating investors to enter the market is a bright spot in promoting the improvement of the province's investment environment. This component index has maintained the province's 4th position in the country and the top position in the region through 2022 and 2023. The Vietnam Federation of Commerce and Industry (VCCI) highly appreciated Hai Duong's handling of input procedures for businesses by shortening processing time and encouraging online transactions. More than 99% of business registration and business operation records are processed online by the province's specialized agencies.

Regarding land access, this index in 2023 will rank No. 1 in the Red River Delta and No. 5 nationwide. Compared to other component indexes, this index plays an important role, being the foundation for businesses to carry out production and business activities. Land procedures are always a bottleneck for localities. Therefore, when the business community highly appreciates the quality of management of this index, it means that the province is doing a good job of supporting and accompanying in solving land issues. In fact, in recent times, the province has made efforts to deploy infrastructure construction of industrial parks and industrial clusters, creating clean land to attract business investment. At the same time, all levels and sectors have actively removed difficulties for businesses related to land.

In addition, Hai Duong is also recognized by businesses for its Equality Competitiveness Index, ranking 7th in the country and first in the region. This index assesses the level of fairness and equality in the leadership and management of the government when handling business issues, regardless of whether the business is large or small, domestic or foreign. The proof is that over the past time, the province has always been steadfast in its goal of not trading the environment for economic benefits. Hai Duong does not accept large businesses but the investment industry has the risk of causing environmental pollution. In addition, Hai Duong is resolutely handling slow-progressing projects that affect the province's investment environment, with no concessions for any investors who violate the law.

Along with the 3 leading component indices in the Red River Delta, Hai Duong also has 2 indices with positive results. The dynamism and pioneering index of Hai Duong's provincial leaders ranked 12th in the country, 3rd in the region and the labor training index ranked 8th in the country, 4th in the region. These are 2 indices with high score structures, greatly affecting the overall index. Comparison with provinces and cities in the region with similarities in location, natural conditions... to see the province's efforts in improving the investment environment and enhancing competitiveness.

However, in addition to the advantages of competition, the province still has disadvantages that need to be overcome soon. Hai Duong needs to improve two component indexes: transparency and access to information, and support policies for businesses that are currently at the bottom. Only then will the province's investment environment be open, favorable, and attract businesses interested in learning about investment.
