At the regular meeting of the Provincial People's Committee in June (8th time) on the morning of June 28, the Department of Planning and Investment reported on the plan to improve the provincial competitiveness index (PCI) in 2023; the plan to develop a set of indicators to assess the competitiveness of departments, branches and localities (DDCI) and organize the assessment of DDCI in 2023.
The 2023 PCI Index Improvement Plan clearly states specific tasks for each department, industry, and locality. Some solutions include: Implementing measures to shorten the time to handle administrative procedures related to business investment activities of enterprises, especially administrative procedures related to specialized business conditions. Deputy Director of the Department of Planning and Investment Nguyen Duy Hung presented some points in the plan to improve the PCI index and build the DDCI index set.
Regarding the plan to build DDCI, for the block of departments and branches, there are 8 component indicators: transparency and access to information, dynamism and enforcement effectiveness, time costs, informal costs, fair competition, business support, legal institutions, and application of information technology. For the block of localities, there are 9 component indicators including the 8 indicators mentioned above and the index of land access and stability in land use. Regarding the implementation progress, the Department of Planning and Investment proposes to select and hire a consulting unit, develop and approve the budget estimate for implementation in August 2023. Complete the development of the methodology, complete the set of DDCI indicators, determine the scale of the survey, complete the survey form (both paper and online survey forms) in October 2023. Conduct the survey in November 2023. Analyze the survey results, calculate the ranking results; Develop DDCI report and submit to Provincial People's Committee for approval, print DDCI assessment report in January 2024. Organize conference to announce DDCI assessment results in 2023 in February 2024.

Commenting on this content, Chairman of Hai Duong Provincial People's Committee Trieu The Hung basically agreed. Regarding the PCI index, he requested the Department of Planning and Investment to consider and amend some phrases and contents, especially those related to the objectives and purposes of drafting the document. The Department coordinates with the Vietnam Federation of Commerce and Industry (VCCI) in drafting the content, tasks, implementation progress, and periodically reporting to the Provincial People's Committee.
Regarding the DDCI index, Chairman of the Provincial People's Committee Trieu The Hung requested the Department of Planning and Investment to consult other provinces and cities, clarify the differences in the implementation in Hai Duong.
